1. The Government of the Republic of Uganda has received a

Credit from IDA towards the cost of the Regional Pastoral Livelihood Resilience Project (RPLRP) and intends to use part of the proceeds of the Credit towards payment for Consultancy Services to carry out End of Project Completion Report Under the Regional Pastoral Livelihood Resilience Project.

2. Over all, the Consultant will be responsible for carrying out End

of Project Completion Report under the Regional Pastoral Livelihood Resilience Project. The duration of the assignment shall be Sixty (60) calendar days.

3. The assignment to be done will cover all the 12 districts namely,

Kaabong, Kotido, Abim, Moroto, Napak, Katakwi, Amuria, Kumi,Bukedea, Kween, Nakapiripit and Amudat

4. The Ministry of Agriculture Animal Industry & Fisheries (MAAIF)

which is the implementing agency now invites eligible individual consultants (Not firms) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the said Services.

5. The short-listing criteria are: (a) Experience in handling at least 02 (two) similar assignments

involving Carrying out End of Project Completion Report (Evidence in form of copies of contracts, Completion certificates or any other document to prove experience should be attached) (b) Experience in handling assignments similar to the following:

i)A description of the process by which the project was approved, and the justification for undertaking the project.

ii)A summary of the project executions against approved work plans, including whether the project met its objectives

iii)Details of the project's budget performance and timeline performance

iv)Effectiveness of Project Coordination Units (NPCU & DCUS)

v)A list of factors that affected the project results.

vi)if possible, a description of the financial impact or other benefits the project will provide. vii) Attachments or appendices containing summaries (or the full text) of important project documentation, such as the PIM document, Mid Term report, PAD, Financial agreement, Annual work plans, Annual final approval/acceptance etc.

(c) Qualifications of the Consultant: The individual consultant should have a minimum ten years of experience in one of the specialties listed below, and should have carried out at least two end of project completion report. In addition, the consultant should have a Bachelors degree, and Masters degree in the listed specialties below. A PHD will be an added advantage. ((Evidence to prove that similar assignments have been performed by the consultant should be shown by attaching copies of contracts, Completion certificates or any other document to prove experience)

• Agricultural economist

• Veterinarian livestock Statistician data analysis/monitoring and evaluation analysis

• Range management

• Water Engineering

• Finance and Administration

6. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 ("Consultant Guidelines") setting forth the World Bank's policy on conflict of interest

7. A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines
