INVITATION FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO CARRY OUT END OF PROJECT IMPACT EVALUATION AND HOUSEHOLD SATISFACTION
SURVEY UNDER THE REGIONAL PASTORAL LIVELIHOOD RESILIENCE PROJECT

1. The Government of the Republic of Uganda has received a Credit
from IDA towards the cost of the Regional Pastoral Livelihood Resilience Project (RPLRP) and intends to use part of the proceeds of the Credit towards payment for Consultancy Services to carry out End of Project Impact Evaluation and Household Satisfaction Survey Under the Regional Pastoral Livelihood Resilience Project
2. Over all, the Consultant will be responsible for carrying out End of
Project Impact Evaluation and Household Satisfaction under the Regional Pastoral Livelihood Resilience Project. The duration of the assignment shall be four (04) calendar months.
3. The assignment will be done in the 12 districts namely, Kaabong, Kotido, Abim, Moroto, Napak,Katakwi, Amuria, Kumi,Bukedea, Kween, Nakapiripirit and Amudat
4. The Ministry of Agriculture Animal Industry & Fisheries (MAAIF) which
is the implementing agency now invites eligible firms to indicate their interest in providing the services. Interested Consultants (firms) should provide information demonstrating that they have the required qualifications and relevant experience to perform the said Services.
5. The short-listing criteria are:
(a) Experience in handling at least 02 (two) similar assignments involving Carrying out End of Project Impact Evaluation and Household Satisfaction. (Evidence in form of copies of contracts, Completion certificates or any other document to prove experience should be attached) (b) Experience in handling assignments similar to the following:
i. Assess the effectiveness, efficiency and relevance of the project interventions in achieving the intended project development objectives
ii. Evaluate the intended and unintended project outcomes and impacts
iii. Assess the sustainability of key project interventions
iv. Identify key lessons and good practices, if any, to inform future resilience investments
V. Carry out a household satisfaction survey to assess satisfaction of the targeted households with the livestock health services
vi. Identify areas of improvement in the delivery system of livestock health services in the project area.
(c) (i) The Team Leader (Statistician) should be a senior professional with a minimum of ten years of experience. 1st degree in Statistics, 2nd degrees in related fields will be an added advantage. She/he should have 10 years' experience in research, at least 2 years in project assessment studies and 5 years' experience in analyzing data,
(ii) Veterinarian Livestock specialist should have 1st degree in Veterinary Medicine 2nd degree in related fields will be an added advantage. He /She should have 5 years' experience in Veterinary at least 2 years in Livestock development,
(iii) Commercial and Marketing Specialist, should have 1st degree in marketing and second degree in related field. He / She should have 5years' experience in trade and marketing,
(iv) Range management specialist, should have 19 degree in range land or ecology with 5years' experience in range management and
(v) Water Engineer, should have 1st degree in Water Science & Engineering and 5years' experience in water related activities.
NB: (All experts should provide evidence of performing similar assignments informed of contracts or Appointment letters).
6. The attention of interested Consultants is drawn to paragraph 1.9
of the World Bank's Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers dated January 2011 ("Consultant Guidelines") setting forth the World Bank's policy on conflict of interest.
7. Consultants may associate with other firms in the form of a joint
Venture to enhance their qualifications. The type of association, joint venture must be indicated clearly in the Expression of Interest.
8. A Consultant will be selected in accordance with the Consultants
Qualification Selection (CQS) method set out in the Consultant Guidelines.
9. Interested firms may obtain further information at the address below during office hours (0900 to 1700 hours).
10. Expressions of interest must be delivered to the address below by
11:00a.m. on 10th July 2020.
