Purpose: aBi Development seeks to identify a qualified Technical Assistance Partner to support the design and institutionalization of a Coffee Investment Platform. This platform will coordinate stakeholder action and mobilize up to USD 2 billion in blended financing to implement Uganda’s Coffee Roadmap, targeting 20 million bags annually by 2030.

Minimum Eligibility Criteria – The firm must demonstrate:

  • A strong track record in investment facilitation, blended finance, or transaction advisory in agriculture or development finance.

  • Proven experience supporting multi-stakeholder platform design, preferably in emerging markets.

  • Demonstrated capacity to deploy embedded experts for technical assistance.

  • Experience working with government, DFIs, and private sector actors in Africa.

  • Strong analytical, facilitation, and communication capabilities.

Submission Requirements – Interested firms should submit an EOI document (maximum 10 pages, excluding annexes) that includes:

  • A cover letter expressing interest.

  • A brief company profile and legal status.

  • Summary of relevant experience (including up to 3 past assignments).

  • CVs of proposed lead advisor(s) or embedded team members.

  • Approach and methodology (current stage).

  • Estimated budget.

  • References from comparable clients.

The selected Technical Assistance Partner will:

  • Lead the co-design and operationalization of the Uganda Coffee Investment Platform, aligning it with national and sector priorities.

  • Coordinate a complex ecosystem of public, private, and development actors involved in Uganda’s coffee sector.

  • Mobilize and structure blended finance mechanisms to attract sustainable investments into the coffee value chain.

  • Provide embedded technical experts to guide platform operations, governance, monitoring, and scale-up strategy.

  • Facilitate high-level stakeholder engagement, ensuring collaboration between coffee producers, processors, exporters, and financiers.

  • Support results-based monitoring frameworks and provide insights to improve investment outcomes, inclusive growth, and climate resilience.

  • Ensure alignment with Uganda Coffee Roadmap targets (20 million 60kg bags annually by 2030), through investment-driven interventions.
