Project background
Restless Development in partnership with CARE International in Uganda is implementing the SHE SOARS project with funding from Global Affairs Canada in three countries; Kenya, Uganda, and Zambia. In Uganda, the project is implemented in the districts of Arua , Madi- Okollo and Terego in West Nile. The project aims to increase the enjoyment of health-related rights on the part of extremely vulnerable and marginalised women and girls, particularly out-of-school adolescent girls between 10 and 19 years of age. The project works through partnerships with local Women’s Rights organisations, and Youth-Led Organisations. It also aims to work with local groups, health care providers, and government ministries to build capacity and improve access to high-quality, evidence-based comprehensive Sexual and Reproductive Health (SRH) services for out-of-school adolescents in an inclusive and adolescent-friendly environment. The project is informed by consultation with out-of-school and at-risk adolescents and will work with local organizations and governments to advocate for sustainable transformations in the social, economic, and legal environments so that adolescents, particularly adolescent girls, can more easily access sexual and reproductive health (SRH) services and exercise their sexual and reproductive rights.

Purpose of Methodology
There is also a need to map existing coordination gaps with Technical Working Groups (TWGs) at District level on gender/youth responsive and inclusive planning, budgeting, data for decision-making and SRH supportive supervision. The report highlighting the coordination gaps of the TWGs will be informative in the development of a mentorship plan and the training for the TWGs to ably address these gaps in their respective districts. The selected consultant will therefore be responsible for handling this assignment.

Methodology
The consultant will suggest the appropriate methodology to use in conducting the capacity needs assessment.
When the assessment is concluded and a report put in place, the consultant develop a training curriculum that will be designed based on capacity needs for the District Health Teams. This will be aimed at supporting the District Health Teams in gender/youth responsive planning, budgeting and decision making to promote SRH supervision in their work.

About You.
The consultant should meet the following requirements for this assignment.

Qualifications and Experience
• A PHD/Master degree in women/ gender studies,Sexual and Reproductive health, public health, or any other areas relevant to the study. Qualifications in Monitoring and Evaluation will be an added advantage.
• Minimum of 5 years work experience in research on gender/ youth responsive and inclusive planning, budgeting and SRHR.
• Documentation, analytical and training skills.
• Demonstrated experience in conducting similar research in the mentioned districts
• Knowledge of the local languages.
• Experience in developing Training curriculums.

Skills / Technical Knowledge:
• Excellent written and facilitation skills (English)
• Excellent analytical and report writing skills;
• Strong communication skills
• Ability to network with partners on various levels
• Comfortable with the necessary computer skills.

Associate Degree
