Job Purpose
The position will support the development and the implementation of policies, procedures and systems for administration of sub grants under the project. The Grants Specialist will lead the day-to-day financial administration and management of sub grants to partners and facilities/sites. He/She will lead the financial capacity-building of all sub grantees and provides practical operational guidance to build the management capacity of the local sub grantees to meet contractual requirements and minimum reporting standards. The Grants specialist will ensure that the project’s sub grantees are in compliance with national and international standards, as well as the financial and reporting compliance standards of the donor.
Duties
1. Develop and finalize sub grant award documents.
2. Responsible for financial and administrative management of sub grantees, ensuring strict adherence to USAID award and UPMB’s accounting policies and procedures.
3. Review and manage sub grantee budget.
4. Review monthly financial reports and ensure that expenses are in accordance with the terms of the agreement and USAID and UPMB’s rules and regulations.
5. Ensure that sub grantees properly safeguard funds.
6. Process sub grantee invoices upon approval.
7. Train sub grantee staff on USAID and UPMB’s rules, financial reporting and accounting procedures.
8. Continuously monitor, identify and mitigate sub-grantee grant management risks,
9. Identify training and other management and administrative support needs for sub grantees.
10. Work collaboratively with project teams to ensure proper project and financial reporting, spending, and compliance.
11. Other relevant tasks as assigned.
Qualifications, Skills and Experience
1. Postgraduate qualification Finance, Accounting, Business Management relevant financial field
2. Bachelor’s degree in Accounting, Commerce, Finance.
3. A minimum of five years of experience in grants design, accounting and/or sub grant management on large donor-funded international projects.
4. A working knowledge and prior experience with USAID Grants.
5. Demonstrated expertise with USAID cost principles, reporting requirements, financial regulations and management systems.
6. Strong finance background in financial management, sub grantee development and analysis.
7. Fluency in English in both oral and written communication.
8. Advanced skills in Microsoft Office, including Excel and Navision.
9. Ability to travel within the country.
10. Willingness to support UPMB’s mission.
