JOB DETAILS:
IntraHealth International ( www.intrahealth.org ) is currently seeking candidates for a project funded by USAID. USAID Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) will support the Government of Uganda (GOU) and key stakeholders to increase availability and utilization of high quality health services in 23 districts in Eastern Uganda and 2 in Karamoja. This will be done by strengthening health systems and improving the quality of, access to, and demand for health services with attention to equity and underserved populations. Positions are located at Mbale and Moroto Regional Referral Hospitals.

Post: 2 Accounts Officers
(1 Mbale RRH, 1 Moroto RRH)

Under the supervision of the Hospital Accountant, the Accounts Officer provides support in the payables and general ledger function of Moroto/Mbale Regional Referral Hospital, including processing of vendor payments, staff travels, and activity facilitation. This entails ensuring completeness, accuracy, timeliness of all such payments and reporting.

Duties & Responsibilities:

• Preparation of Payment Vouchers
  
• Ensure all cheque/EFT payments are appropriately approved.
  
• Ensure all cheque/EFT/MOBILE MONEY payments are processed on a timely basis.
  
• Validates VAT registration status before making payment.
  
• Ensure the correct standard templates/forms are used to process such payments.
  
• Review coding on payment request and follow up on any coding that looks incorrect.
  
• Inform the Hospital of any deviations from written cheque/EFT/ MOBILE MONEY procedures.
  
• Ensure cheque books and cheque leaves if any are held securely and safely
  
• Ensure sufficient money in bank account before issuing cheques or EFTs
  
• Ensure statutory deductions (WHT/PAYE/NSSF) are timely remitted in accordance with the Uganda Laws.
  
• Handling all payment queries from Vendors and staff promptly and in a professional manner.
  
• Prepare and submit month-end financial reports for approval
  

Requirements: Minimum of Bachelor’s degree, preferably in Accounting, Finance, Part certification in CPA or ACCA). Minimum of 5 years’ experience in a busy accounting department in an NGO or donor-funded organization, Understanding of USAID rules and regulations, High integrity, sincerity, honesty, respectful, positive attitude and team player. Ability to work with minimal supervision and absorb pressure.
