Hunger Relief Africa (http://hungerreliefafrica.org/) is a non-profit relief organization whose mission is to build hope and nourish lives in African communities by providing a well-coordinated response to hunger, eliminating food insecurity, and ending hunger in the food recovery sector. Hunger Relief Africa addresses the underlying causes of hunger, food insecurity, and malnutrition, as well as their effects on orphanage children, single mothers, young and pregnant mothers, and older Africans over the age of 60, through feeding, strengthening, leading, and empowering, particularly in food insecure vulnerable households in communities and in emergency situations and natural disasters. With its African headquarters in Kampala, Uganda, the organization works directly with food-insecure communities in collaboration with governments, the Ministry of Agriculture, the Ministry of Health, UN bodies, International Civil Society Organizations, National and Local Community Based Organizations, Research Institutions, and national and international Policymakers. Hunger Relief Africa operates through an extensive designed supply chain distribution network system of food manufacturers, grocery stores, retailers, supermarkets, restaurants, and farmers in food assistance programs to help families facing hunger meet their basic nutritional needs while emphasizing advocacy for local and national programs on issues with a significant impact on hunger in Africa.
Main Purpose of the Job
The Community Field Officers will provide technical assistance to project and Hunger Relief Africa staff; and other key stakeholders to ensure effective linkages and referrals for quality provision of food assistance and other basic needs of the vulnerable persons in the community through evidence-based high impact identification, and support responses in Northern and Central regions respectively. With the goal of building hope and nourishing lives of the affected families. Key Outputs
• Implement Hunger Relief Africa food distribution Approaches in the community and to targeted vulnerable families.
• Identify and monitor situations of beneficiaries in regards to food and basic needs and report to HRA HQ.
• Implement and monitor beneficiary’s interventions to report to HQ for further assistance and follow-up through SMS, phone calls or home visits.
• Ensure stronger collaboration between the Gender and community Psychosocial Officers including Counsellors and Peer Leaders for effective food security interventions.
• Provide technical support in formation of community based adherence clubs and ensure clients’ adherence plans are developed.
• Assisting venerable families, Peer Support Groups, Expert Clients and other community structures to develop action plans which are aligned to the HRA food assistance strategy and the Key Result Areas of the project focused on eliminating food insecurity.
• Compile weekly, monthly and quarterly statistics and narrative reports of community food security interventions.
Key Duties and Responsibilities
Under the overall supervision of the Head of Programs of Hunger Relief Africa, the Community Field Officers (CFO) will work on the following tasks to coordinate the implementation of the project:
1 Provide technical assistance to the HRA food distribution agency partners such as Community Based Organizations (CBOs) in identification of the vulnerable food insecure families, and linkages to nearby food availability;
2 Support the local CBOs and HRA Networks to conduct community education/mobilization to generate demand for HRA services and ensure the uptake in a friendly manner at community level;
3 Link up with other community leaders and partners to facilitate Household and community-based food assistance where necessary.
4 Coordinate and monitor the food distribution system between the community and the CBOs interventions;
5 Work with the local CBOs to establish new and strengthen existing food distribution system at community level to promote healthy food consumption;
6 Coordinate quarterly joint support supervision in collaboration with CBOs on project activities;
7 Work with the regional project coordinators to organize and coordinate community health trainings as per designed Curricula.
8 Prepare comprehensive monthly and quarterly reports of all activities carried out as per the work plan;
9 Improve linkage to the community food distribution system with a stronger focus on case finding and client indexing;
10 Strengthening the multidisciplinary linkage coordination at the food distribution center and Community levels;
11 Design, monitor and report on key activities related to scale-up food security and hunger crisis & disaster’s management interventions in Northern and Central Region.
12 Provide Technical Assistance for the handling of severe vulnerable beneficiaries such as Orphanage children, and Albinos;
13 Support Continuous Community Quality Improvement approaches for food security and support services in Northern and Central region Cluster areas.
14 Provide technical assistance in planning related to food security interventions and community linkages services in Central and Northern region;
15 Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of HRA's mandate for the benefit of beneficiaries;
16 Identify beneficiaries groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of beneficiaries;
17 Developing detailed annual work and budget plans based on approved overall work plan;
18 Making schedules for project activities listed in the annual work plans to ensure all activities completed on time; ensure timely and duly management of the project and implementation of all activities in accordance with the rules and regulations.
19 Preparing monthly, quarterly and annual activity progress and financial reports and ensuring the accuracy and timely;
20 Organizing monthly team meetings to review and plan project activities;
21 Participating in field visits to monitor and evaluate the progress of project activities;
22 Any other tasks assigned by the Head of Programs to achieve the project objectives.
Expenses
As a volunteer, no financial compensation or expenses will be provided. The volunteers will be responsible for their own travel, accommodation and other personal expenses incurred during the assignment. However, in case of field work activities to perform his/ her duties, he/she shall be supported with necessary expenses.
PERSON SPECIFICATIONS: Community Field Officers
Minimum Academic Qualifications:
• Bachelor’s degree in any of the following fields; Social Sciences, Education, Population Studies, SWASA, Development Studies, Community and Adult Education, Community Psychology, Public Health, BSc. Agriculture, BSc. Food science or a related field.
• Evidence of having attended specialized training in Food Security and Community nutrition related interventions; and/or Humanitarian disasters management.
Required Experience and Skills:
• At least 1 year experience in providing technical assistance and mentorship to the food insecure and vulnerable communities and linkages within Local Government and/or relevant Ministry’s structures and systems;
• Comprehensive knowledge and experience in crisis and disasters response, management, and community referral and linkages to the appropriate community linkages framework;
• Good working knowledge of food security intervention programs, strategies, processes and techniques used to plan, develop, implement and evaluate results of food security programs;
• Excellent communication and interpersonal skills including the ability to work effectively in a team.
• Knowledge of Uganda programming food security policies and regulations, Ministry of Agriculture and Animal husbandry and district procedures and practices to responding to hunger
• Relevant tertiary qualification in Community Development, Social and Auxiliary Work or food security.
• Specialized knowledge and experience in Community response to disasters and stakeholder engagement skills and attributes;
• Ability to work with vulnerable people and are enthusiastic in shaping the organization culture;
• Proven ability to ride a motor cycle is a MUST;
• A post graduate qualification is an added advantage
• Computer proficiency in MS Office Applications;
• Willingness to work in rural settings
