CHAU’s portfolio of work spans technical and organizational capacity building of civil society organizations, policy and advocacy, community systems strengthening, HIV prevention, care and support, sexual reproductive health and rights. CHAU has an established track record of contributing to national efforts in HIV and Sexual and reproductive health response amongst vulnerable and key populations. Community Health Alliance Uganda seeks to engage the following:

i. Technical Review Panelists:
Following a RFA from NGOs by CHAU in the new vision dated 17th September 2018, CHAU working together with IHAA seek to constitute an independent multi-disciplinary Technical Review Panel (TRP) to review proposals. The TRP will comprise of eminent Ugandans from the different fields of Program implementation working with public and non-governmental sectors and academia in areas of SRHR/HIV Programming. The task would be completed in a defined period of not more than seven days upon presentation of selected top 6 National NGOs. The overall purpose of conducting an independent technical and financial evaluation is to determine through a transparent and open process the most competent 3 national NGOs in timely manner by appraising their potential to contribute to the integrated SRHR and HIV Umbrella Programme.


The specific tasks for the TRP will be to;

  • Review the detailed criteria for the evaluation of the applicants
  • Carry out the evaluation of the proposals using agreed evaluation criteria and tools;
  • Prepare a draft report on the evaluation process and results;
  • Present a short list of the recommended NGOs to IHAA Programme team
  • Prepare final assignment report.

Specifications:

  • Broader knowledge in SRHR/HIV Programming for young people 10 — 24 years and Key Populations
  • Capacity to analyze Technical proposals.

Experience:

  • Eminent Ugandans from the different fields of Program implementation working with public and non-governmental sectors and academia in areas of SRHR/HIV Programming or Individuals currently working with MOH, MOGLSD, UAC or any other related institution in similar capacity with experience in SRHR/HIV Programming for young people 10 — 24 years and key populations.
  • People who are versed with policies on SRH and adolescent health Remuneration
  • A reasonable allowance will be offered for the task for the Specified

ii. Consultant to conduct a baseline study among fishing communities in Wakiso and Serere districts, Uganda
Increasing the role of men and boys in eMTCT among island fishing communities’ is a two year (2018-2020) Positive Action for Children’s Fund (PACF)-Viiv funded project. Implemented in Wakiso and Serere districts, the project engages fishing communities to enhance their access to eMTCT services. HIV prevention, identification of lost to follow ups and behavior communication change are among project strategies. The project intends to reach 35,000 and 125,000 direct and indirect beneficiaries respectively including women, children, adolescents and men.


Community Health Alliance Uganda intends to conduct a baseline survey in Wakiso and Serere districts to establish Viiv project background situation to enable track progress of project implementation and achievement of objectives, results and targets. The information will also inform project contribution to MoH and district HIV outcomes and targets. Community Health Alliance Uganda seeks to engage a consultant (Firm or Individual) to;

  • assess and document background HIV situation including but not limited to risk factors to HIV transmission and prevalence among fisher folks in Wakiso and Serere districts
  • establish the level of access of fisher folks to and gaps in HIV services
  • determine baseline values and set realistic project targets.

Tasks to be accomplished by consultants;

  • Comprehensive desk review of available HIV and eMTCT program data, reports and policies
  • Develop detailed research protocol including method and approach; data collection tools; and data analysis and dissemination plans
  • Develop and submit application; and obtain ethical approval and permission from relevant authority to conduct the study
  • Design and deliver a baseline study including field work, supervision of research teams, data collection and analysis; and report writing
  • Capacity building of CHAU, MCU and HNU staffs during design and delivery of the study
  • Presentation to and validation of preliminary findings by CHAU and key stakeholders
  • Dissemination of research findings to key stakeholders in appropriate fora.

Skills and experience required tor the research team Leader:

  • A senior researcher with a minimum of 10 years of relevant professional experience
  • Proven experience in designing and conducting baseline and end line studies; and expertise in quantitative and qualitative statistical data analyses
  •  Minimum of Master's Degree in Human Resource Management, Institutional Development and Public Administration
  • Knowledge of institutions working on HIV, paediatric HIV, eMTCT in developing countries and Uganda context
  • Strong leadership, management, conceptual and analytical skills; and high degree of judgment, maturity, ingenuity and originality to interpret technical opportunities and constraints
  • Demonstrated experience in teamwork and participatory Methodologies
