Protecting Families against HIV/AIDS (PREFA) is an indigenous Non-Governmental Organization (NGO) that was formed to contribute to Uganda’s efforts in enhancing access to quality HIV/AIDS prevention, care, treatment, and support services to families with a historical focus on Elimination of Mother-to-Child Transmission (eMTCT) of HIV. PREFA has expanded her efforts to improving acceptable and sustainable Sexual Reproductive Health Services and interventions against Commercial Sex Exploitation of Children (CSEC). Funding is from Centre for Disease, UKaid, Terre des Homme Netherlands (TDH-NL) and Girls’ Advocacy Alliance (GAA).

PREFA is currently looking for candidates to fill the following positions;

Reports to: Monitoring, Evaluation & Learning Manager
Liaises with: Programs Team
Duty Station: Head Office, Kampala
Start Date: Immediate
Duration: Six months initially

Job Summary:

To support the Monitoring, Evaluation & Learning Manager in the design and effective implementation of PREFA’s monitoring & evaluation systems

Key duties and responsibilities:

1. Monitoring and Evaluation System Development

  • Ensure all programs/project have systems for tracking progress on objectives and deliverables.
  • Prepare annual operational plans for Monitoring and Evaluation of the PREFA program implementation & strategy.
  • Ensure that implementation of field activities adheres to PREFA’s Monitoring and Evaluation procedures (SOPs).
  • Participate in the development of Monitoring and Evaluation frameworks for all programs/projects that show objectives, inputs, outcomes, outputs and indicators to be used for measurement.

2. Monitoring

  • Develop and update Monitoring and Evaluation tools as required from time to time.
  • Coordinate the collection, analysis and presentation of data and information from all PREFA implementing sites to enhance organizational learning.
  • Develop & maintain PREFA’s Monitoring and Evaluation databases.
  • Coach & train staff, volunteers and implementing partners for effective implementation of Monitoring and Evaluation activities.
  • Carry out regular field visits to audit program activities and ensure any deviations are timely reported to management.

3. Evaluation

  • Support coordination of baseline and end-line surveys and other periodic program evaluations & assessments
  • Plan and Coordinate the implementation of special research activities.

4. Reporting & Learning

  • Coordinate the compilation of periodic reports on findings from M&E activities
  • Disseminate Monitoring and Evaluation findings to relevant stake holders to enhance learning
  • Participate actively in programme planning process
  • In close collaboration with Managers, support on PREFA’s fundraising initiatives

Qualifications, Skills, and Experience:

  • A post graduate training in Monitoring and Evaluation and Research.
  • Bachelor’s Degree in Social Sciences, Development Studies, Quantitative Economics, Statistics, Population Studies, Information Systems management or any other related field.
  • Must have at least three (3) years’ experience in Monitoring, Evaluation and Data Management preferably in the health sector.
  • Skills in planning and implementing the Monitoring and Evaluation systems and was well as information analysis and report writing.
  • Advanced computer skills in Microsoft packages (Word, Excel. Access, Power point) & in one other data analysis packages like STATA, SPSS)
  • Must be hard working, trust-worthy with high levels of integrity and confidentiality.
  • Must be flexible, reliable & able to work under pressure
