The primary responsibility of the security guard is to ensure the security of property and persons on the site under his or her responsibility. He or she is responsible for controlling entries to the site, informing and guiding visitors (entry/exit management). He/she is the point person for the Facility Officer and as such informs him or her of any problems that fall within his or her remit and suggests solutions. He/she contributes to the implementation of HI’s logistics standards.

Job Responsibilities

Mission 1: Access control, protection of personnel and property

  • Monitor and regulate entry and exit points to prevent unauthorized access to the INGO’s facilities or project sites.
  • Verify identification of staff, visitors, and service providers.
  • Maintain a visitor logbook and issue temporary passes when needed.
  • Prevent unauthorized persons or vehicles from accessing sensitive areas.
  • Safeguard staff, volunteers, visitors and property from theft, damage, vandalism, or violence.
  • Conduct routine patrols to monitor the security of buildings, vehicles, and storage areas.
  • Ensure that beneficiaries accessing services at the office or facilities of jurisdiction do so in a safe and orderly manner.

Mission 2: Surveillance, reporting and emergency response

  • Monitor CCTV cameras (if available) and other surveillance systems.
  • Report suspicious activity, security breaches, or hazards to the HI’s security focal person.
  • Keep incident reports and daily logs updated.
  • Prepare incident reports in accordance with occurrences and submit to the line manager activity reference.
  • Respond to emergencies such as fire, medical incidents, or conflicts within the HI premises or security breaches.
  • Assist in evacuations or lockdown procedures as per the HI’s security protocols.
  • In collaboration with line manager, alert local law enforcement or emergency services when required.
  • Report and document all incidents promptly and accurately.
  • Ensure the functionality of fire extinguishers in the HI facilities and have the required operations skills for fire extinguishers.

Mission 3: Support in generator operations, reporting maintenance issues and compound maintenance
While not a technical operator, a security guard often plays a supportive role in ensuring the generator runs reliably and safely.

  • Monitoring Generator Usage: Switch the generator on or off during power outages or as instructed by management, keep track of generator running hours in a logbook to inform servicing schedules.
  • Fuel Management: Monitor fuel levels and report when refueling is needed, ensure that fuel is stored securely and used appropriately to prevent theft or spillage, record fuel consumption and deliveries to maintain accountability.
  • Routine Observation and Checks: Conduct daily visual inspections for: Oil or fuel leaks, unusual noises or vibrations, loose cables or parts, ensure the area around the generator is clean, ventilated, and free from obstructions.
  • Security of Generator Equipment: Guard the generator, fuel, and related accessories against theft or vandalism, restrict unauthorized personnel from accessing the generator area, ensure the generator housing or cage is locked when not in use.
  • Reporting and Communication: Promptly report faults, damage, or malfunctions to the facility or maintenance team, keep a simple generator log including; Start/stop times, observed issues, fuel usage and maintenance dates.
  • Emergency Response: Be prepared to handle generator-related emergencies, such as: Overheating, fire or fuel spills, sudden shutdowns, know how to safely shut down the generator in an emergency.
  • Compliance and Safety: Ensure fire extinguishers are nearby and accessible, follow safe fuel handling procedures (e.g., no smoking near fuel), wear protective gloves if required to handle fuel or oil.
  • Notify the supervisor or maintenance team of leaking taps or pipes, broken fixtures or furniture, pest infestations or mold growth and power related issues within the premises.
  • Sweeping the compound, trimming flower and trees, weeding the compound and generally maintaining the compound and clean work environment.

Mission 4: Support Humanitarian Principles

  • Uphold the dignity, safety, and rights of all individuals including the vulnerable populations like women, children and persons with disabilities.
  • Work in accordance with humanitarian principles: neutrality, impartiality, and respect.
  • Avoid the use of excessive force or intimidation while executing your duties.

Mission 5: Emergency Preparedness and Response Responsibilities

  • Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Education & Experience

Mandatory

  • Minimum of Uganda Certificate of Education (UCE).
  • Minimum of 2-3 years of professional experience.
  • Basic knowledge of first aid, fire safety, or emergency response procedures is an added advantage.
  • Training in Security Management is an added advantage.
