World Education Inc. /Bantwana (WEI/B) is a non-government organization that helps children orphaned and made vulnerable by HIV/AIDs to access the comprehensive support and care they need to grow into healthy adults learn more at https://bantwana.org World education Inc./Bantwana (WEI/B) is implementing a five year USAID funded BETTER OUTCOMES project for children and youth in eastern and northern Uganda the goal is to improve the wellbeing of children and youth orphaned and made vulnerable by HIV and other adversities in eastern and northern Uganda. BETTER OUTCOMES is implementing by a consortium of five partners namely WEI/B as a prime partner Mercy corps Uganda Woman’s Effort to save orphans (UWESO), youth Alive and Friends of Christ Revival (FOC-REV) each responsible for specific technical aspects of the project. The project is being implemented in 20 districts
Position : Parenting and ECD Project Officers (3 positions ) lira 2 positions Jinja 1 position
Reports to: Parenting and FCD coordinator
Duty Station : Jinja, Lira Uganda

Job Summary
The Parenting and Early Childhood Development (ECO) Project Officer (PPO) will work closely with the Parenting and ECD Coordinator and other Technical leads-Case Management, Youth Development, and Economic Strengthening, civil society organizations (CSOs) and enrolled households To support the development, implementation, and evaluation of parenting and ECD interventions in the region, s/he will focus on strengthening coordination, Resource mobilization and technical support for a range of CSOs and local Movement staff with the overall goal of improving planning, implementation, Monitoring, and evaluation of skills and approaches for Children O-5years Enrolled in the project. S/he will ensure effective documentation and monitoring of the delivery of training models as well as the measurement of impact of Skills training on effective parenting and child upbringing s/he will provide Technical guidance to the CSO Parenting focal point persons and will report to The Parenting and ECD Coordinator in the region. S/he will provide technical guidance to the CSO Parenting and ECD Officers to ensure compliance to the USAID/PEPFAR 3.0 guidelines for the prevention and response to HIV/AIDs as well as the elimination of Gender Based violence (GBV) prevalence in enrolled households. Specifically;

Major responsibilities
Programme Development and Implementation

  • Provide oversight and coordination support for the Parenting and ECD activities in the region
  • Participate in the development of project annual‘ quarterly, monthly and weekly work plans and scheduling of Parenting and ECD capacity building activities at community
  • Support CSO Partners in mapping of risky environments and hotspots and develop actions to ensure children and teens remain sate in the community.
  • Work with CSO Parenting Officers to conduct HIV/GBV assessments and Work with participants in parenting groups to ensure action is designed to address the root causes of GBV, create awareness and access to HIV services, and retention in care and improved adherence for suppression of viral load.

Training and development

  • Support identification of training needs of partner organizations (CSOs) and community structures in Parenting and ECD.
  • Periodically develop costed training plans and coordinate the training at Project Officers, C5Os, Field structures in Parenting and ECD service delivery to ensure increased enrolment of at risk adolescent girls in DREAMS districts and other community members exposed, infected and affected by HIV/Aids into Parenting and ECD activities Representation, Networking and Advocacy
  • Represent World Education/Bantwana in technical meetings, events and collaborate with various child protection service providers both formal and non-formal to ensure comprehensive service delivery to beneficiary vulnerable households. Project monitoring and documentation
  • Periodically follow up with project teams on implementation of planned and approved activities and take lead in technical development and compilation of districts specific project reports tor submission to the Parenting and ECD Coordinator
  • Manage the documentation including electronic and non-electronic filing and storage of data on parenting, parenting tools, presentations, meeting minutes and develop monthly, quarterly, and annual activity and progress reports detailing trend in parenting activities and reported outcomes

Qualification. Knowledge, Skills, Attributes and Abilities

  • Degree in Social work‘ Development Studies, Education or Community Psychology
  • At least 3 years’ experience working with child protection focused projects , OVC programming case management and knowledge of HIV/AIDs service delivery among positive caregivers and children
  • Working knowledge of and experience with USAID funded programs/project policies and procedures will be an added advantage projects DDHCJGS and procedures will be an added advantage.
  • Knowledge of child development and its influence en parent/child relationship in every stage of child's development
  • Experience of working with a parenting and ECD programme will be a great asset.
