Description of the job
The Agricultural Administration Officer provides secretarial support and logistic support to the Agricultural Counsellor.
The Agricultural Administration Officer is accountable to the Agricultural Counsellor for the progress of assigned work, for the products and support provided and for quantitative and qualitative performance. Internal work agreements on secretarial/clerical work apply to the way in which, and the time within which, the work is to be carried out and completed.
The Agricultural Administration Officer prepares meetings and reports, makes appointments, monitors the progress of arrangements made, and collects and organizes information. Furthermore, he/she will be responsible for the communication and the development and implementation of the communication strategy of LAN (including the use of social media) The working area of LAN is Uganda and Rwanda so the description of tasks mentioned below applies to both Uganda and Rwanda although the home base is Kampala. Frequent contact with colleagues at The Netherlands Embassy in Rwanda, and if needed travel to Rwanda (not frequent) is part of the job.
General features of the Agricultural Network (LAN)
LAN represents The Netherlands Ministry of Agriculture, Nature and Food quality (LNV) in the areas of Agriculture and Nature in the partner countries worldwide and to this end maintains intensive contacts with local authorities, Dutch and local businesses and civil society organisations. LAN networks make an essential contribution to strengthening the international position of The Netherlands in the areas of Agriculture and Nature by means of:
• international LNV policy support;
• providing business services to the Dutch agribusiness sector
• bilateral and multilateral cooperation.
LAN is focussing on promoting trade, attracting investments and negotiating market access for Dutch agriproducts with the authorities in partner countries. In addition, LAN contributes to the strengthening of local food security sectors
LAN adopts a proactive approach, seeking out opportunities for Dutch agribusiness and establishing direct contact with the relevant players via newsletters, www.agroberichtenbuitenland.nl  , social media and website of The Netherlands Embassy .

Description of tasks
• Prepares and organizes official visits, trade missions, seminars, workshops, fair activities, networking events and other activities:
• Supports the preparation of speeches and presentations and makes up information dossiers;
• Makes active use of agriculture network contacts and extends this network in cooperation with the Agricultural Counsellor;
• Reports to the Agricultural Counsellor who carries final responsibility and is responsible for policy-related support for the LAN;
• Collects, organizes and manages data about market info, relevant meetings, events, interested companies, news articles etc.;
• Deals with trade requests by the Dutch agricultural industry, in cooperation with the Agricultural Counselor
• Independently prepares monthly reports, processes, analyses and interprets data;
• Ensures that accounting records are accurate and well-coordinated, is responsible for budget management within the LAN, making interim reports and is responsible for the financial part of the activity plan of the LAN
• Draws up contracts for contractors for major events and/or development cooperation projects;
• Coordinator for the client customer relationship management system, named Achilles, within LAN and the Food Security and Trade & Investment Cluster of the Embassy:
• Makes up drafts for the international website of LNV named www.agroberichtenbuitenland.nl , newsletters and social media channels in order to spread news about relevant developments, activities and results;
• Is active part of the One Embassy team, which means that flexibility is required when assistance is needed beyond the tasks mentioned above.

Knowledge and skills Requirements
• Level of education: At least educated at senior secondary vocational level
Level of experience:
Minimum of 4 years of relevant experience required Knowledge and areas of experiences:
1) General knowledge and understanding on financial, agricultural and economic affairs
2) Experience in writing reports
3) Fluent in English Working knowledge of Dutch would be an added advantage

Working environment and contacts
The relation between The Netherlands and Uganda and the work at the mission will be guided by the Multi Annual Country Strategy 2019-2022, in which the aid to trade agenda is central. LAN falls within the organisational structure of the Netherlands Embassy in Uganda. The Agricultural Counsellor is the overall manager of the LAN which will work closely with the Trade & Investment, the Food Security Cluster and the other clusters within the Embassy. The Embassy has currently 25 staff members (10 expats and 15 locally employed staff). The management of the Embassy consists of the Ambassador, the Deputy Ambassador/Head of Cooperation and the Operational Manager. The policy staff consists of 10 staff members, the General Affairs department consists of 8 staff members. Furthermore the Embassy has a senior controller and a senior financial officer.
The LAN network consists of the Agricultural Counsellor and the Agricultural Administration Officer. The working area of LAN is Uganda and Rwanda so the work is done for both countries. At The Netherlands Embassy in Rwanda an Agricultural Advisor is also part of the LAN team so close cooperation with him and other colleagues at The Netherlands Embassy in Kigali is also an essential part of the job.
