UNDER THE OPEC FUND FOR INTERNATIONAL DEVELOPMENT [OPEC FUND] FUNDED VOCATIONAL EDUCATION [VE] PROJECT PHASE II

Procurement Reference: OPEC FUND-MOES/SPLS/22-23/00045

1. The Government of Uganda (GOU), represented by the Ministry of Finance, Planning and Economic Development (MOFPED) has acquired financing from the OPEC Fund for International Development (OPEC FUND) under the Vocational Education (VE) Project Phase II and intends to apply part of the proceeds of this Loan to eligible payment under the contract for which this Bid Notice is issued.

2. The Ministry of Education and Sports (MOES), the Executing Agency for the VE Project, invites sealed bids from eligible bidders for the supply, and delivery of Institutional Furniture to Eight (8) Technical Institutes located in the Districts of Yumbe, Pader, Amuria, Kikuube, Nakasongola, Kamuli, Namutumba and Lwengo.

Supply and delivery of Institutional Furniture

3. The bidding process, following the National Competitive Bidding procedure shall be based on the bidding documents approved by OPEC Fund and shall be conducted in accordance with the OPEC Fund Procurement Guidelines and Government of Uganda's Public Procurement and Disposal of Public Assets Act, 2003. Further procurement and disbursement related guidance under the Loan can be obtained from the OPEC Fund's website at http://www.opecfund.org . In addition to specific other guidance on the procurement process and criterion indicated above, the bidding document contains the evaluation criteria to be applied.

4. Bidders may obtain further information from the Ministry of Education

and Sports and inspect the bidding documents at the address given below at 7(a) from Monday - Friday between 08.00 hours - 17.00 hours local time.

5. Complete set of Bidding Documents in English may be purchased on the submission of a written application to the address below at 7(b) and upon payment of a non-refundable fee of UGX 200,000 (Uganda Shillings two Hundred Thousand only). Bidders should obtain Bank Payment Advice Forms from the MOES Cashier on 5th Floor of Embassy House and pay at the designated Bank.

6. Bids must be delivered to the address below at 7(c) at or before 15.00 hours local time, on 14th April 2023. All bids must be accompanied by a Bid Security as listed below. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 7(d) at 15.15 hours on 14th April 2023.
