JOB DETAILS:
The Role
Reporting to the Head Procurement & Logistics, the purpose of this role is to advance compliance and value for money through the effective & efficient procurement of goods and services, fulfilling business needs of MSUG’s service delivery channels and operations countrywide. In managing this key area of organizational risk, s/he is will develop and ensure full compliance with effective policies, strategies and systems that deliver cost effective, donor compliant, high quality, timely delivery of all procurement and logistics for MSUG. S/he is the key representative of MSUG with external service and product suppliers. S/he is expected to deputize for the Head Procurement & Logistics as required.

Key Responsibilities
Effective implementation of procurement policy & procedures in procurement operations
• Manage the preferred supplier procurement process in a fraud-free manner & environment
• Execute Vendor performance management
• Develop and implement strategy, systems & procedures that enhance risk management, efficiencies and value for money
• Develop Annual Master Procurement Plan to ensure managed organizational spend
• Disposal of assets management whilst ensuring the implementation of asset valuation procedures
• Develop annual business plan in relation to strategy
• Develop a specification database to ensure procurement of quality & cost-effective goods, medicines & medical sundries
• Execute prequalification exercise every two years to maintain an up-to-date supplier database whilst ensuring compliance with both local and MSI policy on due diligence requirements.
• Maintain up-to-date price database for various goods, services & works procured for MSUG
• Advise procurement committee whilst ensuring coordination of submissions for procurement & disposal requirements
• Communication and roll out of agreed process including training and development as necessary

Effective reporting
• Prepare and share monthly procurement data/ reports with the relevant stakeholders that can be utilized for risk management, drive efficiencies, ensure value for money and direct strategic decisions, including but not limited to:
i. procurement operations,
ii. vendor performance assessments against agreed KPIs and other agreed information to ensure effective management of procurement processes.


Leadership of a team providing procurement support to all departments
• Clear and inspirational leadership to create a mutually supportive, motivated and trusted team developing individual and collective strengths while understanding the limits of their respective authority areas
• Day to day management and supervision for excellent planning and accountability across the team and with external teams
• Clear plans communicated internally and externally between procurement and Fleet, Warehouse, Finance, admin (for Assets management) and programs (for procurement planning) to all MSUG teams
• Individual performance management to nurture skills and address weakness
• Carry out regular performance reviews for line reports.

Experience
• Excellent knowledge of risk management in the area of procurement and logistics
• Proven ability to manage and lead high-performing teams through encouraging innovation and creativity
• Ability to lead procurement processes using specific procurement methods and to analyse procurement and supply chain service requirements

Qualifications and Training (essential/ desirable)
• Advanced University Degree (Master’s Degree or equivalent) in Procurement, Supply Chain Management, Business Administration, Commerce, Economics, or related field.
• At least 5 years of progressively responsible experience in the delivery and management of procurement and supply chain services, logistics and assets management.
• CIPS certification highly desirable
• Proficient in the use of computer applications and systems
• Fluency in both verbal and written English is essential.
