## BID NOTICE NO 1. UNDER OPEN NATIONAL BIDDING PRE–QUALIFICATION AND REGISTRATION OF PROVIDERS FOR FRAME, WORK CONTRACTS, WORKS, SUPPLIES AND NON CONSULTANCY SERVICES 2025/2026 FY

Rukungiri District Local Government intends to manually /Shortlist from/individuals for works, services, and supplies. Non consultancy Services and prequalification under frame work contracts for 2025/2026 FY, in accordance with Local Government (Public Procurement and Disposal of public Assets) regulations 2023 and it’s open to all interested competent firms /individuals.

Rukungiri District Local Government now invites sealed bidet applications from interested, competent, registered firms and individuals for the items listed below.

  1. General Construction and Repair of Buildings
  2. Construction of Springs, shallow wells
  3. Construction and Extension of Gravity flow schemes
  4. Construction and repair of Bore holes

A complete set of bidding documents in English may be purchased by interested bideter from procurement and Disposal Unit, upon payment of a non – refundable fee of $18,500,000m (Fifty thousand shillings only) for each item in category A-D by contacting the District Cashier who shall issue a PRN to be used in payment. Subsequently the general receipt shall be presented to Procurement and Disposal Unit in order to access the Prequalification bidding and frame work bidding documents).

There will be a pre-bid meeting on 30/05/2025 in the District Council Hall. Applicants for registration under category D &E are required to quote the relevant prices where applicable.

The Procurement and Disposal Unit (PDU) at Rukungiri District Local Government is responsible for ensuring transparent, efficient, and compliant procurement processes in alignment with the Public Procurement and Disposal of Public Assets (PPDA) Act 2023. Key responsibilities include:

  • Bid Management: Overseeing the entire bidding process, from advertisement to contract award, ensuring adherence to legal and regulatory frameworks.
  • Supplier Prequalification: Evaluating and shortlisting competent firms/individuals for works, supplies, and services.
  • Stakeholder Coordination: Liaising with district departments, bidders, and oversight bodies to facilitate smooth procurement activities.
  • Documentation: Preparing and issuing bidding documents, tender notices, and contract agreements.
  • Compliance Monitoring: Ensuring all procurement activities meet PPDA guidelines and district-specific policies.
  • Capacity Building: Training district staff and local vendors on procurement procedures to enhance participation, especially for reserved categories (Women, Youth, PWDs).
  • Reporting: Submitting regular procurement reports to the Chief Administrative Officer and PPDA Authority.
