CASA Project Overview
FCDO’s approach to economic development and agriculture relies on an increasingly commercial approach to its agricultural programming by:
• Boosting agri-business investment, financing agricultural infrastructure and supporting smallholder farmer access to markets;
• Helping farmers and their families to have opportunities and jobs outside of their farms, and supporting SMEs in rural areas;
• Supporting subsistence farmers without other economic opportunities to avoid hunger, malnutrition and extreme poverty; and,
• Encouraging commercial approaches that reduce the cost of nutritious diets.
In support of this approach, FCDO has launched the 5-year, flagship Commercial Agriculture for Smallholders and Agribusiness (CASA) programme which seeks to change how investors, donors and governments view and invest in agribusinesses that work with smallholder supply chains. In doing so, CASA will increase economic opportunities for smallholder producers by: -
a) Demonstrating the commercial viability of small and medium-sized (SME) agribusinesses with significant smallholder supply chains and attracting more investment into these businesses;
b) Deepening the smallholder impact of existing investments made by Development
Finance Institutions and impact investors;
c) Enabling poor smallholder farmers to engage with and trade in commercial markets; and,
d) Researching and communicating the case for successful engagement with smallholderlinked agribusiness.
CASA has 3 components, two of which (Components A and C) are managed by NIRAS-LTS in partnership with Swisscontact and CABI. Component A will demonstrate interventions in the 3 target countries (Malawi, Uganda and Nepal) leading to mobilization of investments for partner agri-businesses (which can include commercially-minded, while Component C is a learning and knowledge-sharing component for upscaling and replication. The CASA cross cutting priorities are Gender and Social Inclusion (GESI), nutrition and food security, and climate change and the environment. CASA’s component B is separately implemented by Technoserve.
Role Description
To manage the CASA programmes’ accounting and administration processes in Uganda, which include: assisting with the development and updating of the CASA Uganda budget, tracking expenditure, developing consultant and service provider contracts, office administration, human resource and logistical support, and processing payments.
The CASA staff work as an integrated team. The Uganda Finance and Admin Assistant will be expected to contribute to other aspects of the programme.
This is a full-time role based in Kampala, Uganda.
The Uganda Finance and Admin Assistant reports to the Uganda CASA Country Manager. .
Key Responsibilities
Human resources and sub-contracting
• Prepare STTA (Short Term Technical Assistance) and service provider contracts using CASA templates
• Support CASA Country Manager in monitoring consultants’ usage of contracted days, and in managing and processing CASA staff and consultants’ timesheets and invoices
Office Administration & Logistics
• General office administration, including managing supplies;
• Facilitate internal communication within the CASA Uganda Team
• Ensure compliance with the Uganda labour law, statutes, regulations, and policies and with NIRAS internal policies and procedures.
• Support updates to CASA internal policies and manuals related to finance, staffing and administration
• Maintain up-to-date filing of project material (such as procurement documentation and contracts) in line with the CASA Programme’s filing systems
• Procurement of project capital assets and consumables.
• Responsible for the CASA asset register and associated insurances
• Line management of the CASA Uganda driver and any other CASA Uganda support staff;
• Responsible for the management of the CASA vehicle.
• Providing logistical and administrative support to the CASA Uganda Country team, consultants and (when appropriate) service providers: including organizing, booking and making payments for travel, events and workshops (note that STTA fees, and all costs for service providers, are normally paid by NIRAS Scotland office)
• Support the coordination of meetings, including organizing venues and preparing refreshments and meeting materials
Finance
• Ensure tax compliance of CASA Uganda
• Prepare monthly budget forecast for CASA Uganda
• Maintain budget tracking system for CASA in Uganda and prepare monthly financial reports for submission to NIC UK and the CASA Programme Manager, including petty cash management.
Other duties
• Other support to the programme in the sphere of Finance and Administration, as may reasonably be required and as delegated by the line manager
Essential Qualifications
The Finance and Admin Assistant should have;
• Bachelor’s degree required within a financial field
• Minimum 5 years of finance and administrative experience
• Experience of donor funded programmes
• Proficiency in MS Office with expertise in Microsoft Word, PowerPoint, Excel, and Outlook. Accounting packages is an added advantage.
• Ability to analyze and revise operating practices to improve efficiency
• Detail oriented and comfortable working in a fast-paced office environment
• Exceptional communication skills in English
• Superior organizational skills and dedication to completing tasks in a timely manner
