CALL FOR EXPRESSION OF INTEREST TO CONDUCT A FINAL EVALUATION:
Women and Youth Resilience Project (WAYREP)
CARE International is a leading humanitarian (with international experience and exposure
organization dedicated to fighting poverty and social injustice, with special emphasis on investing in women and girls. CARE International has been working in Uganda for more than 50 years, both supporting the development process and humanitarian responses. CARE International in Uganda in partnership with CARE Austria, and with two partners (CEFORD and THRIVE Gulu) are implementing the five-year (04/2019- 03/2024) Women and Youth Resilience Project (WAYREP), a strategic partnership funded by the Austrian Development Agency (ADA).

CARE International in Uganda is seeking consultancy services to conduct a final Evaluation for WAYREP in its final year, and the next phase currently being designed. The purpose of the evaluation is two-fold. Firstly, to assess and document the performance of the project, to determine if the project fully attained its intended results by analyzing and reporting on endline survey data. Secondly, to assess and document impacts, achievements, and challenges, based on the project participants' perspectives. Thus, it will contribute to a better understanding of the status of the project participants, their assessment of the project intervention and relevant areas for further action. This will help inform future programming regarding the the design and implementation of the next phase of the Strategic Partnership.

A team of at least two consultants will conduct the evaluation one Team Leader
to projects and evaluations in other regions globally, from Uganda or abroad) and one National expert (based in Uganda with expertise in the relevant area).

Attention should be paid to the Effectiveness and Impact of the changes created by the project intervention. The consultants will be required to propose an appropriate methodology to accomplish the tasks. You are required to submit a technical and financial proposal.
