Background

UCLF is an association of Christian legal professionals, which was started in 1987 as a fellowship of Christian law students. UCLF’s Vision is for “A world where justice and human dignity are a reality for all.” Its Mission is to “share faith in Christ, promote access to justice and respect for human dignity through speaking up, fellowship, mentorship as well as defending the rights of the vulnerable”.

To realise this, UCLF runs established Legal Aid Clinics and offices spread across the Northern, Western and Central regions of Uganda with physical offices in Kampala, Kayunga, Kasese, Gulu, Masaka, Buikwe and Arua Districts. UCLF brings together students, Lawyers and Judicial officers. In realising its vision and mission, UCLF is guided by the following objectives:
• To inform and educate people from whatever section of society and especially those who have no access to legal information, about the law and their rights
• To advocate for, respect and advice those who have no voice and are unfairly disadvantaged
• To advocate for the enactment and implementation of fair laws and policies which are in harmony with Christian Principles
• To encourage member participation in ethical and legal practices and community involvement by providing pro-bono opportunities

Over the past fifteen years, UCLF has provided legal aid services to the indigent in the communities, solving access to justice needs of over five million beneficiaries.
UCLF is now seeking the services of a Chief Executive Officer (CEO) to head its secretariat to deliver its mission and vision. She/he will be responsible for the overall administration and management of the organisation.

Roles and Responsibilities
Leadership

• Leading the development of UCLF’s strategy in close collaboration with key stakeholders
• Lead the current team of staff, board members and volunteers to support delivery of UCLF’s strategy
• Supporting and empowering staff to deliver their remits within the team including successful delivery of current and new projects.
• Supervise and motivate the team leads of the projects.
• Ensure that behavioral expectations of team members are established.
• Ensure that performance reviews are conducted fairly, accurately and timely.
• Help select, recruit and train personnel as required with due consideration to gender and social inclusion
• Steer Knowledge management and knowledge sharing processes by encouraging routine and effective capacity building activities are conducted in order to build the long-term and sustainable capacity of UCLF staff and members
• Identify, and anticipate in a timely manner, potential risks and issues and advise mitigating measures to the Board.

Quality assurance of projects and processes

• Ensure implementation of project financial management guidelines and control mechanisms, in conformity with UCLF and donor rules and regulations.
• Ensure that project management governance, policies, processes and methods are complied with and practiced according to the UCLF guidelines
• Prepare/adapt all relevant plans for approval by the UCLF Board.
• Comply with the reporting obligations defined in the Legal Agreement(s) and in the Implementation Plan
• Manage budgets, cash flow and obligations to ensure that deliverables are met and payments are made on time.
• Manage expenditures against the budget (based on accurate financial reports and approved plans)
• Support project audit activities, including planning, preparation and coordination during the audits and follow up on audit observations/recommendations.
• Work with internal stakeholders to ensure projects comply with audit requirements.
• Conduct quality reviews of project documents and outputs.
• Support quality control for management outputs (project documents, reports, etc.).
• Ensure all project team members track and regularly update milestones and targets for the duration of projects' life span.

Resource mobilisation

• Develop and deliver a fundraising plan to mobilise additional resources to support UCLF’s strategy.
• Adding value to the team through effectively utilising volunteer and pro bono support and creating a supportive culture for this kind of input
• Manage proposal writing and identify key funding opportunities

Stakeholder management and relationship building
• Support coordination with community, local government and national authorities.
• Coordinate, engage and manage UCLF stakeholder relationships and communication
• Prepare regular project and/or financial reports in accordance with Partner and UCLF requirements for reporting.
• Establish and maintain solid working relationships with the Board, clients and key stakeholders.
• Prepare, coordinate and monitor project communications plans to support stakeholders awareness of project activities, progress and exceptions.
• Coordinate, engage and manage UCLF’s stakeholder relationships and communication

Required Education and Experience

• An advanced university degree (e.g. Masters) in Project Management, Development studies, Business Studies, Social Sciences, Law, Development studies or related area.
• A minimum of eight (8) years of experience in management and/or delivery of projects or programmes in the NGO sector organizations is required. - Expertise in projects or a programme in the Justice, Law and Order sector is an added advantage.
