Population Services International (PSI) Uganda is a public health international non-profit organization that works to improve the health and lives of Ugandans. By approaching care from the consumers’ perspective, PSI Uganda provides life-saving information, products, and services to tackle some of the country’s most pressing health problems so that people can lead healthier, happier, and more productive lives. Using the market development approach and targeted social behavior change, PSI Uganda works to shift policy and funding, shape mixed health systems, and strengthen the public and private health sector across the country. Our work complements that of our line ministry, the Ministry of Health (MoH) and other implementing partners. Our origins in sexual and reproductive health (SRH) have grown into a broader mission. For the past two decades, we have implemented various programs in maternal and child health, urban health, HIV/AIDS, WASH, malaria, digital health, social business, supply chain management of health commodities, among others. Increasingly, we work with consumers, local communities, market actors (private sector) and the Government of Uganda (through the MoH) to diagnose problems together, generating insights to design solutions that strengthen Uganda’s healthcare system for the long term.
PSI seeks entrepreneurial, dynamic candidates with significant leadership, management and international development experience for the position of Chief of Party (CoP) for an anticipated 5-year USAID-funded Social and Behavior Change (SBC) project. The project is in support of the Mission’s health sector goal of ensuring that Ugandan’s seek and receive high-quality health and social services at decreased financial hardship through sustainable systems. The project will accomplish this result through two anticipated objectives: 1) strengthened public sector systems for oversight and coordination of SBC at the national and district levels; and 2) improved ability of individuals to adopt healthy behaviors. The project will work primarily in the areas of maternal and child health (MCH), tuberculosis (TB), and malaria with attention to other health areas, such as family planning, nutrition, water and sanitation (WASH), Global Health Security or other development sectors, as other funds become available.
The CoP should have significant experience with management of health projects and knowledge of evidence-based SBC methods and strategies; current global best practices in SBC; and be adept at working with senior government officials to influence policy based on evidence. Our ideal candidate has deep experience with health or SBC projects in developing countries, a passion for knowledge sharing and capacity building, and a positive and action-oriented attitude.

Key Duties & Responsibilities
• Provide managerial and strategic leadership to a USAID-funded project focused improving Ugandan’s health seeking behaviors in the areas of Maternal and Child Health (MCH), Malaria, and Tuberculosis (TB).
• Provide technical leadership in SBC design, implementation and monitoring and evaluation to align with global best practices.
• Lead strategy for partnering with and building capacity of key government SBC stakeholders. Pursue and develop responses to new business opportunities
• Develop and manage strategic partnerships with external stakeholders and partners in alignment with project goals.
• Provide financial and programmatic oversight to the project, including work plan development and monitoring, programmatic budgeting, and spending projections.
• Ensure strong communications with USAID to ensure strategic alignment, collaborative learning, positive external relations, as well as high-quality periodic reporting in-line with USAID and PSI requirements.
• Develop and implement a learning agenda which institutionalizes project results.
• Work with M&E staff to design and implement strategies to monitor and evaluate the effectiveness of the SBC programming.

Requirements
• Master’s degree or higher in public health, communication, marketing or related field with at least 10 years of relevant experience international health programming, including at least 5 years in senior-level management positions leading large and complex projects in developing country settings OR a Bachelor’s degree in public health, communication, marketing or related field with at least 12 years of relevant experience international health programming, including at least 10 years in senior-level management positions leading large and complex projects in developing country settings.
• Demonstrated experience in the design, implementation, and monitoring of USAID-funded projects, preferably in health and SBC; and preferably in developing countries.
• Demonstrated experience in working with Ministries of Health to
o strengthen processes for coordination, joint planning, ensuring quality, and monitoring impact at national and sub-national levels.
o develop of sector-wide strategic frameworks.
o secure government commitment and funding to implement high-quality activities at scale through a long-term, targeted advocacy strategy.
o and design evidence-based capacity strengthening programs
• General knowledge in health subject areas relevant to the award (MCH, TB, malaria, family planning, WASH and nutrition), Global Health Security.
• Experience in programming focused on youth and/or gender equity and female empowerment.
• Ability to successfully recruit, train, develop and manage staff.
• Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.
• The successful candidate will be a creative, results-oriented and a problem-solver, and will have excellent communication, analytical, organizational, interpersonal and cross-cultural skills; a passion for SBC; and proven ability to produce results.

You possess strong technical skills and deep knowledge in SBC that you can and have applied across different health areas. You have solid understanding of quality standards in SBC and can hold your own in a room with other specialists in this area, diplomatically defending unconventional approaches to longstanding problems.
