In response to the anticipated USAID Uganda MEL -SI Activity, Panagora seeks a Chief of Party (COP) to develop strategy, provide overall leadership, management, and activity technical oversight. The COP should have substantive experience in management and team building with extensive experience and technical knowledge of monitoring, evaluation, assessments and learning activities for international development programs in Uganda and/or Africa.

Requirements
• A minimum of a master's degree in a relevant field, such as, social sciences with at least 10 years management experience in similar development programs highly preferred
• Prior experience serving as a Chief of Party of a USAID contract, at least 10 years of experience leading and/or designing monitoring, evaluation, and learning tasks
• Excellent demonstrated ability to effectively interact with and develop relationships with USAID, international donors, local government officials, and implementing partners
• At least 10 years of experience leading and/or designing monitoring, evaluation, and learning tasks with a demonstrated understanding of USAID initiatives, practices, and policies, including the USAID CLA practice and the USAID Localization Initiative
• Proven ability to deliver sound guidance, leadership, and solutions on a variety of MEL, and CLA, technical tasks with supervisory, mentorship, and leadership capabilities for a full project team
• Relevant experience in Uganda and/or Africa
• Excellent written and verbal communication skills and ability to write comprehensive reports in the English language

Primary Responsibilities
Activities include, but are not limited to:
• Provide leadership to the project team and serve as the main point of contact between Panagora, USAID, Government of Uganda, implementing partners, and all stakeholders.
• Provide oversight and quality assurance of all tasks under the contract. These will include evaluations, assessments and services, data collection and analysis, learning and dissemination, and reporting.
• Ensure responsiveness to USAID and implementing partners needs.
• Ensure sound financial management of activity’s resources according to budget, USAID compliance and proposed implementation workplans.
• Provide oversight and quality assurance of all MEL tasks under the contract and identify issues and risks related to contract management efficiently.
• Supervise, manage and mentor the project team and oversee the preparation and presentation of proposed implementation plans and all reports.
