The Maternal and Child Survival Program (MCSP) is USAID's global maternal, neonatal and child health integrated technical support program. MCSP engages governments, policy makers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality and improve the quality of health services from household to hospital.

In Uganda, USAID has requested MCSP to collaborate with the Regional Health integration to Enhance Services (RHITES) South West and RHITES East Central programs to ensure standardization and catalyze implementation of a package of low cost, high impact, evidence-based child health services; complete an analysis of the cost to implement this package; facilitate learning around implementation of the package in four demonstration districts (e.g. Luuka, Kaliro, Ntungamo and Sheema Districts); and use lessons learnt to inform national level child health policy and program updates.

JSI is recruiting for the position of Child Health Officer (CHO). The CHO will work closely with the respective RHITES IP Program cluster leads; RHITES District Program Officers, District Health Teams, and other key stakeholders to advance the objectives of the MCSP-Child Health program. S/he will be based in in either lganga or Mbarara with backstop support from the MCSP/JSI Kampala Office and the Washington, DC Headquarters Office. The position requires proficiency in the English language (both written and spoken) and strong computer skills. Competency in the local language spoken in the respective districts of location will be of added advantage.

RESPONSIBILITIES:
The CHO will be responsible for the coordination and day-to-day management and implementation of the MCSP-Child Health program activities in the selected districts to which they are assigned. S/he will contribute to the design and continuous improvement of strategies to facilitate the roll out of the identified essential child health package at the district level. S/he will work closely with the RHITES IP Program cluster leads; MCSP Child Health Advisor, RHITES District Program Officer, District Health Teams, and other partners to introduce and build capacity at district level and support the roll out, including monitoring of implementation, of the essential child health package. Specific responsibilities assigned are described below:

  • Work with RHITES IP cluster and District focal persons, District Health Teams, MCSP Child Health ME&L Advisor, MCSP Child Health Advisor, district health teams, local governments, and other partners in selected districts to:
  • Annual and quarterly micro-plans with their budget for roll out and routine implementation of the essential child health package.
  • Work with RHITES IP cluster and District focal persons, District Health Teams, MCSP Child Health ME&L Advisor, MCSP Child Health Advisor, and other partners to develop and fine-tune district,
  • Participate in regular RMNCH coordination and planning meetings with RHITES lP cluster, and district program officers; as well as district health officials and other child health partners.
  • implement sustainable community approaches to problem solving, quality improvement, and sustaining the implementation of the essential child health package.
  • Provide periodic feedback on implementation of the essential child health package to the relevant partners at district and regional level.
  • Support the building of strong linkages between the health system, traditional leaders, community volunteers and other groups.
  • Carry out child health service delivery assessments and related interventions as needed.
  • Collect and use child health service delivery data to inform decision - making.
  • Coordinate with the country team in following up the work of technical consultants when that work is performed at district level.
  • Participate in district review meetings.
  • Maintain open and productive communications and working relationships with all partners.
  • Contribute to writing progress reports for RHITES IP and USAID, as needed.
  • Manage program funds according to JSI policies and procedures and USAID rules and regulations.
    - Any other duties as may be assigned by his/her supervisor.

QUALIFICATIONS:

  • A degree in medicine, nursing, public health or its equivalent or Senior Registered Nurse/Midwife/Senior Clinical Officer with at least 10 years of experience implementing child health programs at district level.
  • Knowledge and experience as a trainer for Integrated Management of Neonatal and Childhood illness (IMNCI); Emergency Triage Assessment and Treatment (ETAT); and/or Routine Immunisation using Reaching Every Child using Quality improvement approaches (REC-QI) is a plus.
  • Five years‘ experience in health systems strengthening management, especially in the context of child health issues and programs.
  • Knowledge of rules and regulations for USAID is a plus.
  • Strong facilitation skills, including experience in leading training and capacity building efforts; proven experience in coaching/mentoring and use of adult learning techniques to build the capacity of health workers.
  • Understanding of government and traditional structures and the ability to work within these structures.
  • Advanced writing and computer skills for documenting program ' activities. '
  • English fluency in reading, writing, and speaking.
  • Ability to prioritize work effectively and manage a demanding work environment.
  • Willingness to work in selected districts.
