Our client, Uganda Energy Credit Capitalisation Company ( UECCC ) was established by the Government of Uganda to provide financial, technical and other support for renewable energy development in Uganda. UECCC is now looking for articulate, passionate, creative and self-driven individuals to fill the position of Civil Engineer and Transaction Execution Specialist.
Position: Civil Engineer
Grade: Senior Specialist Level
Reporting to: Director Transaction Execution.
Responsiblities
Work closely with the Supervision Consultant for the ORIO Mini Hydropowcr Project and UECCC Team to ensure successful implementation of the Project. The ORIO Project is funded by a Grant from the Government of the Netherlands and co-financed by Government of Uganda. UECCC is the designated implementing Agency of the Project, which entails construction of nine (9) Mini Hydro Power plants of combined capacity 6.7 MW, a distribution network of 288 km and 71,081 last mile electricity connections. The key outputs and responsibilities of the Civil Engineer shall include, but not limited to, the following:
• Review feasibility study reports with particular emphasis on civil and structural components and identify gaps for filling;
• Review project designs as submitted by project contractors and suggest appropriate amendments;
• Prepare monitoring reports on construction activities of the projects under construction;
• Prepare inspection reports during the construction phase of the projects and ensure conformance to design specifications and safety or sanitafion standards and identify technical or any other issues and resolve them;
• Prepare commentary reports on documents prepared by contractors and participate in the review of contractor's methodologies, quality control programmes and material certifications;
• Monitor the contractor’s compliance with their Inspection and Test Plans (ITP), witness civil engineering and material tests and review points during construction;
• Report on delays, observed quality deficiencies of construction works, materials and/ or quality issues relating to construction materials and advise on any unsafe or incorrect practices; and
• Conduct studies of environmental conditions to identify engineering problems and assess the potential impact of the projects.
Skills
The ideal candidate should have an aptitude for engineering and a vision for effective development of hydropower resources. He/ She should also have excellent project management skills, ability to work under pressure, good planning and organizing skills and good business acumen. The candidate should have knowledge of site based Environmental Health & Safety (EHS) processes, procedures, standards and regulations.
Qualifications
The ideal candidate should possess;
• A Master’s Degree in a relevant field;
• A Bachelor's Degree in (civil engineering from a reputable University; and
• At least 8 years’ experience in engineering and construction of hydro power plants.
