Knowledge, Skills & Competences
Background knowledge on development issues and/or areas related to the HFH mandate (affordable and inclusive housing will be a strong asset).
Exceptional and demonstrable written and oral communications skill in all mediums with a strong understanding of how to adapt communications to different audiences.
Strong understanding of approaches for communicating information to a wide range of audiences including media relations
• Advanced proficiency in graphic design and photography skills (additional skills in videography is an added advantage)

Responsibilities
Working under the overall guidance and direct supervision of the Habitat for Humanity (HFH) Uganda's National Director, the Communications and Advocacy Manager will lead the development and implementation of external and internal communications and advocacy strategies that promote positive and consistent messages of Habitat for Humanity Uganda's work in order to influence policy decisions, inspire public support and actions, encourage support from funding partners and thereby drive the agenda of affordable and decent housing for all.
This position works in close collaboration with the HEHU's Senior Management team, Program team, HFHI's Communications, Advocacy, and knowledge Management teams, Government officials, and media representatives.
The Communications and Advocacy Manager will deliver communications and advocacy work through innovative strategies ensuring that global campaigns are tailor-made for local context therefore maximum impact for communities. The incumbent will be responsible for managing and updating country communications and advocacy platforms including country social media channels, ensuring quality and accuracy of the information. The Communications and Advocacy Manager will also be responsible for building the capacity of other team members in various communications and advocacy aspects including media engagement, campaigning, and steering towards the achievement of brand consistency in line with organizational policy standards and donor requirements. This includes coordinating regular internal meetings for the purpose of information sharing.

Key Responsibilities
A. External and Internal Communications
• In liaison with the HFHI communications team, develop and implement a communication strategy and plan for the country office and socialize this with relevant staff.
• Work closely with the program teams as well as resource development teams lead the design, production and dissemination of communications, advocacy, campaign and marketing materials for maximum impact. This includes brochures, fact sheets, info graphics and creative audio-visual information.
• Lead the visibility of HEH brand to make it recognised, respected, accepted at all levels in Uganda. This includes developing and managing a partnership strategy and guidelines that support effective relations with HEHU local partners
• Take lead in reviewing and supporting project leads and technical specialists identify and document stories of change including case studies, photos and multimedia products that communicate the impact of our work to key public audience and for use in media work as well as for quality reporting purposes
Support the field program teams in ensuring HFH brand and donor requirements are fulfilled for all visibility and communications materials.
• Produce other external targeted products on an ad hoc basis as necessary and requested by the supervisor.
Train key senior staff on media engagement and support the National Director and other senior managers in their roles as designated spokespersons.
• Compile and develop HEH Uganda country reports and related communication products as required
• Lead the development of a communications calendar capturing priority actions, events, and products for the national office
• Support knowledge management including archiving and uploading content on knowledge hub and other platforms.
• Safeguarding-in liaison with SMT, support development, dissemination and embedding of safeguarding strategy, language, procedures in all communication products at national and community level
B. Media
• Develop and implement a media plan to guide the engagement of the Country office with media.
• Actively cultivate media contacts and appropriately establish beneficial relationships with media houses that can help inadvancing the housing agenda at policy and programme levels as well as identify opportunities to profile HEH work.
Develop, and implement a social media plan that communicates the impact of our work and speaks to the Ugandan public, including regularly updating the platforms
• Identify media issues, prepare media messages, assess appropriate media for communicating those messages and facilitate the process of disseminating/communicating those messages within HFH guidelines. This includes actively scouting for press opportunities to showcase HFH Uganda interventions and opportunities for advocating on various issues.
• Ensure that any actions undertaken to implement communications or media work in the country is compliant with HFH global communications and branding standards and has been duly approved by the National Director.
• Familiarize self with the work of HFH in Uganda to effectively represent the organisation in media engagements where relevant
• Draft media briefings, talking points, speeches, Q&As, press releases and media statements based on advocacy priorities identified.
C. Advocacy and campaigns
• In liaison with HFHI advocacy and campaign team and HFHU Senior Management team coordinate development and implementation of national organization advocacy strategy that is inline with the key advocacy priorities for Africa Area Office
In collaboration with the Senior Management Team (SMT) develop clear and effective guidelines and protocols for sector-wide advocacy efforts in the country and beyond. This includes representing HFHU in Urban Development Forum and other Joint Sector Initiatives
• Coordinate development and implementation of National Organization Volunteer Strategy
• Lead and coordinate the delivery of the National Office Campaign Initiatives linked to the HFH global campaigns priorities. This includes the ongoing Decent Living Campaign, Home Equals Campaign among others
Support the program teams in implementing campaign activities taking advantage of key moments to deliver on the national office campaign objectives.
Work closely with advocacy teams in public mobilization and engagements, creating moments and opportunities for campaigning.
Support in the development of the advocacy materials such as position paper, policy brief, lobby notes, blogs, etc while working with the Advocacy point person from the the Africa Area Office
• Build and maintain effective, collaborative relationships with HEH Africa Area Office and global communications and advocacy teams ensuring consistent approaches, common messages and effective campaign events.
• Strengthening/ creating partnership with like minded organizations to amplify access to decent and affordable housing and housing ecosystem at large.
• Support HFH Uganda's engagement in regional and global campaigns through contribution of stories, videos, photos etc. to highlight National office achievements within such initiatives.
D. Monitoring Evaluation and Learning (MEAL)
• With support from Africa Area Office and country programme staff, develop and put in place systems to monitor and measure the impact of HFH Uganda's communication and advocacy initiatives, as well as systematically sharing these achievements in the most appropriate way with the National office Senior Management Team.
Share success stories and learning related to communications and advocacy initiatives spearheaded by the Uganda national office with regional and global working groups and/or communities of practice.

Qualifications
• Minimum of bachelor's degree in communications, public relations, journalism, Community Development, or related field.
• Master's degree will be a plus.

• Minimum six years of practical experience in a similar role or in media and communications position.
• Proven experience in identifying, developing, and implementing communications, advocacy, and campaign strategies
Experience with designing & implementation of Advocacy and Communications strategies and understanding of trends in the development sector is preferred.
