Programme for Accessible in collaboration with John Snow Inc (JSI) and other partners is implementing President’s Malaria Initiative (PMI) Uganda Malaria Reduction Activity (PUMRA), funded through USAID. PUMRA will improve the survival and well-being of Uganda’s most vulnerable pregnant women and children (0–15) in selected regions. As the U.S. Government’s flagship malaria activity in the country, PUMRA will strengthen community and household capacity to prevent malaria and to access high-quality malaria services, while maintaining gains made at the health facility level.

The Community Linkages/SBC Officers will work with districts, community networks, Community based organizations, the Public and private sector to enhance access of high-quality malaria services. The officers will be responsible for planning, supervising and implementation of project activities and partnership development in line with Donor contract obligations, PACE policies, and project objectives. The Community Linkages/SBC officers will report directly to the Community Linkages Coordinator with a dotted line to Regional Project Coordinator (RPC)

The Community linkages /SBC officers will report directly to the Community Linkages/SBC Coordinator with a dotted line to Regional Project Coordinator (RPC). The position is a full-time position based in West Nile (Arua).

Your contribution
Duties and Responsibilities
• Implement and account for project activities across the districts following donor contract obligations and PACE policies.
• Integrate the PMI/MRA Gender Action plan into the activity implementation ensuring gender integration and gender equity in all community activities.
• Follow up gender youth social inclusion related indicators and implementation and facilitate integration of gender transformative activities into district Workplans.
• Develop monthly, quarterly, and annual work plans, budgets and procurement plans and monitor budget expenditures against work plan for the projects.
• Work with district malaria stakeholders and district health educators, Community Development Officers, and MRA regional teams to implement integrated gender transformative and Social Behavioral Change activities using the existing structures.
• Build capacity (training, mentoring, and coaching) of districts, Community networks/ health workers, public, private sector, and community-based organizations to execute project activities.
• Work with the district Malaria Task Force to develop their district specific Malaria Reduction implementation plan with input from other key stake holders.
• Implement advocacy, Public private Relations, partnerships development and engagement activities for effective achievement of project objectives.
• Strengthen district, public, private sector and community level data quality collection and reporting and ensure gender and SBC interventions are captured and reported on.
• Implement risk management and compliance activities to mitigate operational and financial risks as per USAID and PACE policies/guidelines.
• Document and share best practices as agreed upon with the Donor and PACE.
• Ensure quality assurance and knowledge management of all activities in accordance with USAID guidelines and PACE policies.
• Distribute, disseminate track, and reconcile IEC materials in the district in line with the supply chain management procedures.
• Conduct capacity enhancement sessions in gender programming with the PMI-MRA team and partners based on gaps or need.
• Support demand generation of MRA activities documenting every step of implementation and track progress.
• Support project performance monitoring plan to inform adaptive collaboration learning and monitor project progress.
• Prepare monthly, quarterly, and annual donor reports,
• Any other duties assigned by the supervisor in line with the activity requirements.

Key Performance Indicators:
• Work-plan, budget and procurement plan developed, implemented on schedule, and monitored.
• Effective and efficient implementation and accountability of activities.
• Community networks, district level stakeholders/ Partners demonstrate competence in executing MRA/PACE activities.
• Compliance to donor guidelines, PACE policies and standards in implementation of project activities.
• Success stories documented, and best practices utilized.
• Achievement of set targets as well as 100% reconciliation and evaluation of reports achieved.
• Increased visibility of MRA and PACE within the assigned districts.

Qualifications:
• Degree in Development Studies, community Psychology, Social Sciences, Social Administration and Health related competences.
• Additional training in Project Planning and Management is an added advantage.

Experience
• A minimum of three years' experience implementing SBCC activities, and working with rural communities, local partners including local government.

Desired Competencies.
• Strong understanding of health services, preferably community health system strengthening, public and private health sector and CBOs in Uganda.
• Knowledge of local language and scope of the above assignment will be an added advantage.
• Ability to work independently with minimal support, as well as in a team environment.
• Demonstrated ability to work with various partners including Local governments, CBOs, and other NGOs.
• Experience in implementing gender and SBC community related activities.
• Excellent community mobilization skills
• Good report writing and presentation skills coupled with good knowledge of MS Office programs including Word, Excel and power point.
• Excellent communication skills, including experience of communicating effectively across cultures and with diverse audiences, both verbally and in writing excellent critical and creative thinking and analytical skills.
• Strong problem solving and analytical skills and focus on quality of work.
• Strong understanding of the West Nile dialect
