Description ‘
ARPE Ltd. is a developer of renewable energy projects in Uganda and is currently developing the Achwa Hydro Run-of-River Power Projects (“Achwa HPP2 and HPP1“) along the Achwa River in northern Uganda, Pader District. ARPE consists of two shareholders, Berkeley Energy. who through the Africa Renewable Energy Fund, are the majority shareholder, and PAC S.pcA,, the original developer of the projects. ARPE commenced the construction of Achwa HPP2 (42MW) in Q3 of 2015 and has also started work on Achwa HPP1 (42MW). Accordingly, ARPE wishes to employ a suitably qualified and experienced individual to spearhead the implementation of community obligations.


Responsibilities

  • implement, manage and coordinate community events and activities.
  • Work in partnership with the local community towards supporting them, facilitate local partnership and access to facilities and services.
  • Encourage local creativity, vibrancy and diversity.
  • Work with community services and other ARPE staff to achieve community development outcomes as adopted by ARPE ltd.
  • Develop and maintain effective communication and foster partnerships with a variety of non-government organizations providing services in the project affected areas.
  • Provide policy advice to ARPE Ltd. on appropriate initiatives, issues and legislation relevant to community development.
  • Seek innovative models to include partners in meaningful project tasks and responsibilities.
  • Engage the community in meaningful dialogue to achieve optimal community outcomes.
  • Facilitate the administration and progress of relevant working committees.
  • Prepare relevant activity reports of the various community programs.
  • Review other project entity (e.g. contractor) programs in the community and their impacts on the community.
  • Keep up to date with new legislation and maintain sound working knowledge of all social service legislation and any developments that affect the company's activities in the community.
  • Produce, where required, management reports, newsletters and bulletins.
  • Provide updates and recommendations to the supervisor and management on any community related issues as and when they arise.
  • Implement the community Development Action Plan in liaison with the local community groups, and District officials and relevant Stakeholders. '
  • Establish links and liaise on an ongoing basis with all local stakeholders, community groups and subcontractors to ensure compliance with community project requirements.
  • Develop, plan, and/or coordinate various community activities as stipulated in the Community Development Action Plan.
  • Establish an effective communications system to keep the site team informed and maintain good relationships with stakeholders and the construction team.

Experience and qualifications

  • Bachelors‘ degree and relevant tertiary qualifications in the social sciences/humanities/arts.
  • A minimum 5 years‘ experience working with community groups and organizations.
  • An understanding of community development models especially asset-based community development.
  • Demonstrated programmes management and event experience, including budget management and the management of casual staff and volunteers.
  • Exceptional interpersonal skills, including negotiation and conflict resolution skills.
  • Well-developed analytical skills.
  • Excellent verbal and written communication skills.
  • High level computer literacy.
  • Ability to work flexible hours, dependent on work requirements.
  • Undertaking and experience in the implementation of Equal Employment Opportunity and Occupational Health and Safety Regulations and Principles including the IFC Standards.
  • A commitment to ARPE‘s core Values.
  • Knowledge of Acholi dialect is a MUST.
