JOB DETAILS:
The Compensation Agreement Coordinator will be responsible for coordinating the implementation of steps from EACOP review and approval of individual PAP CAs, to payment of compensation and issuance of Notices to Vacate. The coordinator will work within the EACOP Land & Social Team, manage a small team of EACOP personnel and liaise closely with the EACOP and contractor RAP implementation teams, as well as other colleagues in the EACOP Land & Social team, finance and EACOP management. The position is largely EACOP Kampala office based, with occasional trips to the field. Data management and progress reporting are central parts of the role.

Activities
• In charge of a team of EACOP personnel preparing, reviewing and managing documentation relating to PAP Entitlement Briefings, Compensation Agreement signing, compensation payment and Notices to Vacate. She/he checks, fix and report any concerns/grievances and any question or issues related to compensation agreement understanding and signing by Project Affected People. She/he shall coordinate:
• EACOP review and approval of Compensation Agreements (CA) prepared in line with CGV approved valuation reports and the RAP entitlements framework
• Receipt of approved hard copy CAs from the RAP contractor
• Pre-signing of CAs by EACOP management
• Dispatch of CAs to the field
• Filing of signed CAs, hard and soft copies
• Preparation of PAP compensation payment listings for EACOP management approval
• Preparation of Acknowledgement of Receipt forms to be signed by PAPs
• Preparation of Notices to Vacate to be issued to PAPs
• Storage of PAP documents in soft and hard copy PAP folders
• Logging progress of individual PAPs through the CA preparation, signing, payment and notice to vacate process using excel based trackers
• Production of daily/weekly/monthly progress reports.
• She/he will also:
• Manage a team of personnel reviewing, preparing and filing documentation relating to EB, CA signing, compensation payment, Notices to Vacate and related land acquisition activities;
• Work closely with EACOP field teams involved in the EB and CA process with PAPs with trips to the field;
• Work closely with EACOP RAP implementation contractors in preparation of documents for EB and CAs;
• Work closely with other members of the EACOP Land & Social team, Finance and Legal teams;
• Report to the EACOP Uganda Land & Social Manager and other EACOP management;
• Engage, as required, with GOU representatives through the Resettlement Work Group.
• Context and Environment
• The job holder works under the management of the EACOP Uganda Land & Social Manager. The job holder is also accountable for demonstrating an exemplary behavior with regard to compliance and HSE rules & requirements and for implementing and controlling HSE rules for all planning related activities.
• Ensure that preparation of documentation for Entitlement Briefing, Compensation Agreements, compensation payment, Notices to Vacate and related activities is aligned to the EACOP Uganda RAP, CGV approved Valuation Reports, Ugandan regulatory framework, IFC Performance Standards and EACOP Company Management System and policies.
• Ensure all activities are done in compliance with EACOP Uganda compliance and HSE rules and regulations.
• Provide clear reporting and comprehensive file and data management and storage
