Reports to: RI USAID Project Manager
Supervision: Contractors
Locations: Bukomansimbi District (Bigasa Piped water supply and Namutumba District (Nabisiogi Piped water supply).

Duration of assignment: 1st February 2022 to 31st December 2022.
Job Summary
Working under the overall direction of the RI-USAID WASH project Manager and in close coordination and alignment with other USHA regional staff and umbrella water association the Construction Supervisors will oversee quality assurance and quality control (QA/QC) for Water Supply construction works being undertaken in the two districts of Bukomansimbi and Namutumba. Daily interaction is expected with the contractor, the Central or Eastern Umbrella Authorities for Water and Sanitation, other Ministry of Water staff and community/district representatives while on site.
Responsibilities
Responsibilities will include at least the following tasks.
Site Supervision and Progress Reporting
• Check and verify that the depth of excavation for the pipelines is as per specifications.
• Check and verify that the bottom of excavation is suitable for pipe laying, otherwise advise where necessary if pipe bedding with suitable material (rock fill, sand blinding etc.) is required.
• Ensure that pipe sizes and ratings and jointing of pipes is done as per specifications. Witness pressure testing of the installed pipe sections to ensure conformity with the technical specifications. Ensure that fittings and air valves are installed at locations as per the design and technical specifications.
• Ensure that the excavated and backfilled pipelines are reinstated to a previous state or better, preventing gullies.
• Ensure general quality control of concrete works, steel works and construction materials
• Monitor the arrival, storage and use of materials by the subcontractor
• Participate in household visits by the subcontractor staff to assess sanitation requirements and measure the length of connection needed from the mainline Ensure that monthly site meeting that involve District, subcounty and beneficiary community are conducted, take record of proceedings, and ensure follow up of actions,
• Monitor Sub-contractor activities ensuring the work meets project contractual expectations, quality standards, and schedule; liaise with the RI-USAID WASH Project Manager when implementation slippage arises.
• Submit an electronic report of contractor progress, work complete, delays, materials on site, laborers, community members and/or district officials on-site, issues, etc.
• Monitor and maintain positive relationship with the contractor and the community, open-communication and professionalism.
Contract Management
• Develop strong understanding of the scope, contract and project expectations.
• Evaluate proposed substitutions or changes to the contract with construction work completed by the contractor to ensure consistency with the drawings and technical specifications through physical inspection of work and review/ confirm progress payments.
• Track actual start and end dates of contractor's schedule, update schedule regularly, analyze potential risks, identify areas of slippage or opportunities in the schedule activities.
• Ensure as-built information is updated as changes are made per site
Environmental Compliance
• Assist with adherence to the USHA EMMP.
• Responsible to observe health, safety and environmental compliance at the site. Notify the contractor in the case of non-compliance with the Health and Safety Plan and Quality Management Plan
• Ensure cross cutting issues including but not limited to mainstreaming environment, HIV & AIDs, Gender are integrated within the construction works at each site.
General Responsibilities
• Represent the project and collaborate, plan and liaise with Ministry of Water staff, key local government officials and community members, as directed.
• Review and develop working knowledge of all technical software and hardware requirements of project, including drawings, specifications, standards.
• Participate in discussions of the regional teams and bring out real time lessons and best practices for scale up and dissemination
• Liaise with M&E team to ensure that data collected is verifiable and meets quality standards
• Contribute to RI-USAID WASH project's routine reports and learning briefs for the client and other audiences
• Establish a collaborative and complementary relationship with the USHA Staff and the district.
• Endeavor to live by and promote RI-USAID WASH project's values of Trustworthy, Respectful, Excellent, Diplomatic, Straightforward.
• Commit to completion of any other necessary tasks, as determined by the RI-USAID WASH Project Manager.
Qualifications.
• A BSC in Civil or Water engineering from a recognized university
• A postgraduate diploma in water engineering is an added advantage
• At least five years in construction management especially in water projects
• Good working knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams etc.)
