1. The Government of the Republic of Uganda through the Ministry of Lands, Housing & Urban Development has received additional Financing from the World Bank towards the cost of Uganda Support to Municipal Infrastructure Development Program
Additional Financing (USMID-AF) to be used for the Financial Year 2022/2023 to be used for the acquisition of the Consultancy Services described above.
2. The Entity now invites eligible consultants to submit sealed expressions of interest for a Competent and reputable firm that can provide services to the Ministry

The Ministry of Lands, Housing & Urban Development is desirous to undertake Environmental and Social Audit for USMID-AF ongoing City & Municipal investment Projects in Lira, APac and Moroto.

The assignment is expected to achieve the following objectives;
a) Assess the sub-projects compliance with applicable environment and social regulations and standards (ecological degradations, emissions, effluent, waste, labour and working conditions, community health and safety, Grievance management etc.
b) Identify areas of weakness and problems in the established systems and recommend improvement measures with plan for restoration and compensation of damages or liabilities caused by the project operations) c) Assess the level of compliance to Environmental and Social Impact Assessment (ESIA) recommendations and level of performance of its Environmental and social Management Plans (ESMPs), associated contractors ESMPS (C-ESMPs) and other national and World Bank statutory requirements.
d) Assess the level of compliance to the conditions stated in statutory permits/ certificates issued to the project.
e) Assess adequacy of management and operational systems in terms of management, structures, staffing, operational policies and codes of conduct for Environment and Social (E&S).
Scope of Work
(i) The consultant will be expected to support the Ministry of Lands, Housing & Urban Development to execute the following key tasks, in addition to other tasks that will be proposed in his/her approved methodology for the assignment;
a) Compliance to statutory Approvals. b) Performance of C-ESMPS
c) Participation of LG stakeholders and beneficiary communities
d) Environment compliance
e) Environment & Social (E&S) Planning, Tracking and Reporting
f) Health provision system
g) Safety compliance
h) Management of contractor's fleet
i) Waste management systems
j) Social risk management for workers & members of the community
k) Physical and Economic Displacement (Involuntary Resettlement)
1) Adequacy of and welfare workers' employment requirements (including subcontractors) (PCRs)
m) Management of Physical Cultural Resources
