World Wide Fund for Nature Uganda Country Office (WWF UCO), in partnership with Ecological Christian Organisation (ECO), is implementing a Multi-actor Partnerships (MAP) 100% Renewable Energy (RE) for All in Uganda. One of the key project deliverables is a "policy roadmap for 100% RE for all in Uganda by 2050". The project also looks at developing narratives on the advantages and possible implementation of 100% RE scenarios.

WWF UCO is therefore looking for a highly competent local consultant to develop a policy roadmap for the 100% renewable energy transition in Uganda by 2050. The expert must have experience in developing renewable energy policy roadmaps and should be willing to work closely with the consultant developing the 100% RE Scenarios for Uganda and MAP members.

Task:

1. Preparatory and scoping (inception phase):

i) Formulate a Work Plan for the development of 100% RE Policy Roadmap

ii) Collect, identify, and analyse important points from relevant studies/reports such as RE Scenario modelling results for Uganda, RE legal framework documents, National Development Plans and other relevant documents.

iii) Perform gap identification and analysis (data, capacity, policy) related to roadmap development

iv) Prepare and submit an inception report

 

2. Drafting of the 100% RE Policy Roadmap for Uganda

 i) Generate the template for 100% RE Policy Roadmap for Uganda, discuss and agree with WWF and ECO on the template.

ii) Draft the 100% RE Policy Roadmap for Uganda based on the agreed template, RE modelling results, GIS based RE resource analysis and other reports. The roadmap shall include:

  • Strategies to achieve the 2050 target in all sectors (electricity, transport and heating/cooling) and subsequent sub-sectors (Industrial, institutional, domestic and commercial), based on the transition periods of 2030, 2040 and 2050 (final target year).
  • Potential implementation mechanisms for renewable energy interventions in all sectors and subsequent sub-sectors in Uganda.
  • Funding schemes and financing mechanism to achieve the target, the 100% RE target at the latest by 2050.
  • Supporting policy recommendations and conclusion related to the target and action points

iii) Facilitate consultation and validation of the draft document with WWF and ECO project implementation team

iv) Work closely with the consultant, who is developing the 100% RE Scenarios for Uganda, to make the scenario inform the RE policy road map for Uganda.

3. Multi-stakeholder consultations to solicit inputs on the roadmap

i) Design and conduct multi-stakeholder consultations that considers stratification and adheres to the principles of empowerment, equality, and inclusiveness

ii) Prepare public consultations materials

iii) Collaborate with the MAP members to ensure the involvement and cooperation from the stakeholders

iv) Facilitate consultation meetings with Key stakeholders for the roadmap development

v) Revise the draft Roadmap based on the results of the consultation and validation processes. Submit two versions of draft Roadmap.

 

4. Finalization and soliciting approval of the Draft 100% RE roadmap for Uganda

i) Facilitate consultations and solicit approval of the government for the adoption of the Roadmap for the 100% RE in Uganda

ii) Revise and finalize the draft Roadmap based on the results of the consultation process.

iii) Submit an English copy of the final Roadmap to WWF

Desired skills and competence

The successful consultant must have:

i) At least 5-10 years of experience in developing energy planning and renewable energy transition roadmaps

ii) Good academic background (at least Masters Degree) in energy with bias to renewable energy and energy policy, climate change; sustainable development, Environment, Statistics.

iii) A very good understanding of Uganda's energy sector including present and planned developments.

iv) Knowledge on government processes

v) Excellent research and analytical skills, be able to engage stakeholders efficiently and effectively to collect relevant information for the assignment.

vi) Able to access and review relevant documentation for the assignment (both private and public), and produce excellent written reports in such a manner that non-expert audiences can also easily understand the information gathered.

vii) Excellent oral and writing skills in English as well as computer literacy (Microsoft Word, Excel, and PowerPoint).
