JOB DETAILS:
We are looking for consultancy team that elaborates a gender analysis for our regional programme "Thrive digitalization for the benefit of 25 partner organizations and their target groups in Uganda, Kenya and Tanzania". The assignment includes online gender trainings and coaching sessions for partner organisations as well. Time frame: October 2023 until June 2024. Maximum overall budget EUR 20.500.

Introduction/ Project Overview
HORIZONT3000 is a major Austrian non-government development cooperation organisation supporting disadvantaged people in the Global South to develop in a sustainable and humane way. Currently, HORIZONT3000 is implementing a project named “Thrive digitalization for the benefit of 25 partner organizations and their target groups in Uganda, Kenya and Tanzania”. This project offers a unique opportunity to drive digitization among HORIZONT3000 Partner Organisations and their beneficiaries in the East Africa region.
Surveys already conducted for this project demonstrated the tremendous interest in digitalization among Partner Organisations in the Austria Development Agency Framework of HORIZONT3000. In response to the needs raised, the project will offer 25 POs online capacity building courses in various practical areas of digitalization, with a strong focus on gender equality.
Together with the external digitization experts, 6 partner organisations were selected to implement specific project components. These components are aimed directly at the target groups, the services range from the digital marketing of agricultural products, digital communication and data collection for human rights and land rights issues to enabling digital access to information for young people and schoolchildren in semi-urban areas and rural areas. All measures are based on the "Principles for Digital Development", which are also formally supported by HORIZONT3000.
Project Summary
Project Title: Thrive digitalisation for the benefit of 25 partner organisations and their target groups in Uganda, Kenya and Tanzania
Outcome:
25 partner organisations (PO) apply and scale-up digital tools to improve their services for the benefit of their target groups in Uganda, Kenya and Tanzania. Digitalisation is considered as crosscutting addressing all 17 SDGs. Regarding GAP III objectives the project is in line with 1.1. and 4.1.
Outputs:
• OP 1: 25 POs of HORIZONT3000 in Uganda, Kenya and Tanzania are skilled in the Principles for Digital Development, online communication, user created content creation and management, digital monitoring, evaluation, accounting and learning (MEAL) and data storage
• OP2: Strengthening Gender Equality in digitalisation through sensitisation, trainings and privileged access (SDG 5)
• OP3: Three POs in Uganda scale up digital marketing, knowledge on improved farming techniques and agricultural extension services for 21.730 farmers in their project areas (SDG 2)
• OP 4: Two POs capacitate 625 Youth from rural and semi-urban areas to use digital services to realize their business ideas and 500 students to improve their education (SDG 4, 8)
• OP 5: Two POs in Tanzania digitalize their services in legal consulting in the area of land rights and protection of human rights for 2.240 beneficiaries (SDG 16)
• OP 6: HORIZONT3000 team in Kampala is skilled in digital principles, improves digital capacities and facilitates structured learning & sharing of knowledge amongst the 25 partner organisations
Key Project Activities:
• Develop a training curriculum for 25 partner organisations in Uganda, Kenya and Tanzania and capacitate them on digital solutions based on the Principles for Digital Development, online communication, MEAL, data storage etc…
• Coach 25 partner organisations regarding hardware, free licences and open-source software
• Produce a Gender Analysis and sensitive partners in “gender equality in digitalisation”
• Enrich, roll out and scale up and the existing Farmer-Managed Marked Information System FAMIS in West Nile Region / North Uganda through the partner organisation AFARD
• Enrich, roll out and scale up the existing iKnowFarm App in Arua and Wakiso district through the partner organisations PALM Corps and AFIRD
• Build a digital platform to improve the communication between legal aid advisors and their customers of the partner organisations; HAKIARDHI and MHOLA in Tanzania.
• Set up and operate one semi-urban IT Resource centre (YARD) and equip 5 schools (AFIRD)
• Train 500 youth to apply digital marketing tools for their products (YARD)
• Equip and educate 200 students and 125 youth in using digital tools (AFIRD)
• Capacitate HORIZONT3000 staff of the regional office in Kampala/Uganda in digital principles and supporting the development of appropriate digital solutions

Purpose of the Gender Analysis
The project places a strong emphasis on gender inclusion, with a primary focus on addressing gender-related barriers to access and utilization of digital tools amongst our all project partner organisations. Therefore, the project is seeking the services of a consulting firm with a combined expertise in gender and digitalisation to evaluate existing documents, conduct rapid surveys, and utilize the findings to develop a comprehensive curriculum and also deliver tailor-made trainings to address the specific gender gaps identified.
This consultancy involves conducting a comprehensive review of documents, evaluating gender-related aspects, and providing guidance on promoting gender inclusion and digitalization readiness within the Thrive Digitalization project. The consultancy also tasks includes; examining partner assessments and gender analysis reports, identifying areas for improvement, and formulating strategies to ensure women's active participation in upcoming digitalization training initiatives.
Acknowledging the complex interactions of power relations related to class, race, ethnicity, age, and geographic location and the impact it can have on digital/ ICT interventions, HORIZONT3000 is also interested in understanding existing gender inequalities, including their intersections with other forms of discrimination based on ethnicity, social class, age, health, disability, sexual orientation, marital status, religious beliefs, spirituality, and more, within the Thrive Digitalization Project context.
This assignment focuses on systematically assessing the various impacts of project activities on both women and men. It aims to examine how an ICT intervention, viewed from a gender perspective, influences changes at the individual, organizational, and community levels, as well as within broader social contexts.
Objectives of the Consultancy
The specific objectives of this assignment include;
1. To evaluate access, ownership and use of digital tools like mobile devices or computers among men and women in partner organizations
2. To determine level of participation of men and women in decision making regarding aspects of digitalization.
3. To assess challenges that men and women face in digitalization
4. Identify programming opportunities, strengths, gaps, and recommended action plan, comprehensive curriculum and a package of 2-3 online trainings delivered to address all gender gaps identified and ensure that activities/ interventions at project and partner organisation levels cater for the needs and interests of women, men, boys, and girls
Scope of Work
The Gender Expert will undertake the following tasks:
Task 1: Document Review of Partner Assessments
1. Review the baseline partner assessment on digitalization readiness conducted during the proposal stage.
2. Evaluate the second partner assessment targeting 32 partner organizations of HORIZONT3000.
3. Examine the third partner assessment focusing on 15 partners of HORIZONT3000 Member organizations
4. Analyze gender-specific dimensions in these assessments and their alignment with digitalization preparedness.
Task 2: Document Review of Gender Analysis Reports
1. Customize the GEM analysis tools to suit the interests of digitalisation gender study.
2. Conduct a comprehensive review of the Gender Analysis reports for the four implementing partners (AFIRD, YARD, HAKIARDHI, and MHOLA).
3. Conduct a gender analysis using the GEM methodology for AFARD and Palm Corps (Uganda)
4. Review gender analysis reports of project partner organizations operating under the ADA framework.
Task 3: Rapid Assessment of Overlooked Areas and Digitalization Assessments
1. Perform a rapid assessment to identify any crucial areas that might have been overlooked in the assessments conducted in tasks 1 and 2.8
2. Focus on gender dynamics related to digitalization across partner organizations.
3. Develop recommendations to address gender gaps and enhance digitalization readiness.
Task 4: Curriculum and Training Schedule Preparation
1. Create a comprehensive curriculum for 2-3 online trainings and a concept for coaching services to be provided to partner organizations in the next 6 months of the Thrive Digitalisation project.
2. Design a detailed schedule outlining the topics, 2-3 training modules, and coaching sessions, considering gender-sensitive approaches.
Task 5: Systematic Guide for Female Inclusion
1. Develop a systematic guide that provides actionable steps to ensure intentional and inclusive female participation i6n the upcoming digitalization training sessions under the Thrive Digitalisation project.
2. Include strategies to address barriers, promote engagement, and tailor content to diverse needs.
Task 6: implement coaching and trainings sessions as outlined in the curriculum
1. Implement 2-3 Online trainings for 25+ partner organisations on Gender and Digitalization based on the findings of the Gender Analysis.
2. Implement 25+ coaching sessions with the management of partner organisations based on the demand.
Methodology
This assignment shall be conducted with reference to gender analysis frameworks particularly the Gender Evaluation Methodology (GEM) an evaluation methodology that integrates a gender analysis into evaluations of initiatives that use information and communications technologies (ICTs) for social change. Such a gendered approach in evaluating ICT projects and initiatives will, for example, disaggregate data by sex, analyse the sexual division of labour, and understand the gender disparities of access to and control over resources.
Expected Deliverables
• An inception report clearly showing how the consultant intends to deliver the service.
• A consolidated report summarizing findings from document reviews in tasks 1 and 2.
• An assessment report outlining areas overlooked in the previous assessments and Recommendation for improvement
• A GEM Analysis report for the projects of Palm Corps and AFARD in Uganda.
• A curriculum for training and coaching services, along with a detailed schedule for the next six months.
• A systematic guide for promoting female inclusion in digitalization training sessions.
• Coachings for partners and 2-3 training sessions as outlined in the curriculum.
Timetable
• The inception report should be submitted by October 15, 2023
• The draft report should be submitted by November 30, 2023.
• The final analysis report should be submitted by December 15, 2023.
• Online Trainings and coaching services shall be conducted with six months after approval of the final report in the period from January 1 2023 – June 30 2024
Budget (and Payment Schedule)
• The Maximum cost for this assignment is EUR 12.500 for the gender analysis plus a Maximum of EUR 8.000 for the subsequent curriculum development, coaching and online training tasks. This maximum amount covers the total costs of the assignment including all related taxes and expenses
• The consultancy is expected to be completed within the expected timeframe of 3 Months for the Gender Analysis plus 6 months for training and coaching. Payment will be based on predefined milestones and the successful completion of each task as per the Contract Terms.
Required Skills and Qualifications
Qualifications and skills
• University degree or equivalent with relevant work experience in development studies, social development, gender studies or equivalent;
• Strong analytical and writing skills;
• Proven organizational, interpersonal and communication skills.
• Ability to work independently and meet deadlines.
• Computer literacy (minimum MS Word, Excel).
Professional experience
• A minimum of five years’ experience in social development and gender analysis, specific experience on gender mainstreaming and women’s participation;
• Expertise in/ experience with quantitative and qualitative methods of empirical social research and in participatory methods;
• Extensive experience working on gender and digitalisation issues in East Africa
• Extensive knowledge of the development context of East Africa
• Organizational development and capacity building experience;
• Strong familiarity with inclusive training design and gender-responsive approaches.
• Demonstrable expertise in gender analysis, gender mainstreaming, and digitalization.
Working languages
The expert must be fluent in oral and written English.
