Nature of the consultancy:

Category A National Consultant to evaluate the 2019-2024 National Action Plan (NAP) for prevention of TIP. The overall objective is to strengthen the gain realized during the past period and re-orienting the efforts towards establishment of optimum national capacities and capabilities to handle the dangers of trafficking in persons more professionally and efficiently while promoting safe, orderly and regular migration. The National Consultant will ensure liaison with COPTIP and further contact with members of the National Task Force on TIP. He/she will be responsible for conducting the evaluation and drafting of the National Action Plan for prevention of TIP and will work in collaboration with the development partners. 

Project Context and Scope: 

Trafficking in persons (TIP) remains a significant problem in Uganda despite considerable efforts by the Government to address the crime. Hundreds of Ugandans predominantly women and children fall victim of sexual exploitation and forced labour every year, both internally and across international borders. Significant gaps still exist in the efforts to address TIP in the country including, lack of systematic procedures to assist victims and inconsistent availability of victim protection services due to lack of/limited funding, which 

as a result, hinder protection of victims of trafficking (VOT).

Uganda is one of the countries benefiting from the Better Migration Management (BMM) Programme, a regional, multi-year, multi-partner programme which is funded by the European Union (EU) and the German Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, British Council, Civipol, International Organization for Migration (IOM), and UNODC. BMM aims to improve the human-rights based management of safe, orderly and regular migration and to support competent national authorities addressing the trafficking in human beings and the smuggling of migrants within and from the Horn of Africa (HoA) region. The programme is framed in three components including 1) policy Harmonization and Cooperation; 2) capacity development; 3) and protection. 

Section 21 of the Prevention of Trafficking in Persons (PTIP) Act, 2009, mandated the Minister of Internal Affairs to designate a Coordination Office for Prevention of Trafficking in Persons (COPTIP). The office was constituted in March 2013, responsible for coordination, monitoring and overseeing the implementation of the Act. One of the responsibilities of COPTIP is to develop measures and policies to protect, assist, and support victims of trafficking, in addition formulate a comprehensive and integrated program to prevent and suppress trafficking in persons, particularly among risk groups and communities.

In that regard, as part of the protection component, IOM in coordination with Ministry of Internal Affairs - COPTIP seek for the services of a national consultant to evaluate the 2019-2024 National Action Plan (NAP) for prevention of TIP, in the liaison with various stakeholders. The overall objective is to strengthen the gains realized during the past period and re-orienting the efforts towards establishment of optimum national capacities and capabilities to handle the dangers of trafficking in persons more professionally and efficiently while promoting safe, orderly and regular migration.

Under the overall supervision of the Head of Programmes and Policy Development, and the direct supervision the National Programme Officer, the selected candidate will support the Ministry of Internal Affairs to conduct an evaluation of the implementation of the current NAP 2019-2024 for prevention of TIP and draft the NAP for the next period.

Responsibilities

  1. Conduct an evaluation of the implementation of the current National Action Plan (NAP) (2019-2024) for prevention of TIP:
  2. Upon selection, the consultant will present a proposed activity schedule to guide the process.
  3. Develop a methodology for the evaluation of the current National Action Plan (2019-2024) for prevention of TIP.
  4. Develop a comprehensive risk mitigation plan for executing the assignment. 
  5. Consult with stakeholder’s operations in the context of prevention of domestic and cross border trafficking in persons in Uganda (list stakeholders including the private sector for consultation).
  6. Undertake a comprehensive desk review of relevant documents (laws, policies, guidelines, Acts, regulations etc.) to establish the overall national context of COPTIP’s roles and responsibilities regarding prevention of trafficking in persons in Uganda and, including support provided to victims of trafficking, smuggled migrants, and trafficked labor migrants to inform the communication strategy. 
  7. Undertake review of COPTIP’s field reports on prevention of trafficking in persons
  8. Develop data collection tools to be used to collect information on the implementation of the current NAP for prevention of TIP.
  9. Conduct stakeholder interviews and undertake desk review, including progress reports and other relevant information from government agencies and other relevant stakeholders, on the implementation of the current NAP (2019-2024) for prevention of TIP.
  10. Conduct a field visit and consult key stakeholders in Government Ministries, Departments and Agencies, Civil Society Organizations working on prevention of human trafficking, private sector organizations engaged in labor recruitment, the local communities with specific focus on women, men, boys and girls. 
  11. Draft the evaluation report on implementation of National Action Plan (2019-2024) for prevention of TIP, providing concrete recommendations to inform the development of the NAP for prevention of TIP for the next period. 
  12. Hold a separate consultation meeting with members of the National Task Force to present the evaluation report and solicit their input to incorporate all information gathered to inform the development of the next NAP, taking into consideration current Trafficking in Persons trends.
  13. Draft the NAP for the next period:
  14. Based on the recommendations from the evaluation of the NAP 2019-2024 and interviews with relevant stakeholders, draft the new NAP for next period.
  15. Present the draft new NAP to the National Task Force for technical validation and approval.
  16. Finalize the NAP with inclusion of revisions formulated by relevant stakeholders.

The expected tangible and measurable deliverables upon completion of the tasks include:

  1. A comprehensive evaluation report on the implementation of the current NAP for prevention of TIP (2019-2024).
  2. The new National Action Plan, finalized and adopted by the Government of Uganda.

Performance indicators for the evaluation of results

  • Deliverables submitted on time.
  • Deliverables submitted to specifications agreed upon.
  • Tasks undertaken in coordination with relevant stakeholders. 
  • Quality of writing- clear and concise, comprehensive and well-structured reports.
  • Satisfaction of partners with the consultation process and final NAP.

Qualifications

Education, Experience and/or skills required

  • Master’s degree in one or more of the following: migration studies, mass communication, social science, law, human development, Development communication, Organizational Communication, or in a related discipline. 
  • At least 5 years’ experience in the field of migration.
  • Proven experience working on counter trafficking and/or protection issues Uganda.
  • Experience in conducting assessments and evaluation in a related field.
  • Experience drafting national action plans
  • Experience working with a broad range of stakeholders or relevant experience in working for governments and/or international organizations on consultancy assignments.
  • Regional and International experience is an added advantage.
  • Knowledge of the local context.
  • Knowledge of Uganda media landscape.
  • Ability to work in a diverse and multicultural team.
  • Ability to work with time constraint and tight deadlines.
  • The consultant should have strong writing and communication skills in English. Knowledge of one or more Ugandan local languages is an added advantage.

Travel required

The consultant is expected to conduct field travel to collect relevant information. Transportation and Consultant travel arrangements will be catered for within the contractual fee. IOM will cater for the NAP validation meeting separately.
