Purpose of the Consultancy

RTP seeks to review and refine its partnership approach and related materials (Partnership Playbook and partnership management tools) to align with its strategic direction of becoming a partner-based organization and supporting its localization agenda.


Objectives

  1. Review Existing Partnership Approach: Propose a refined partnership approach for RTP, aligning with its new strategic direction and localization principles.
  2. Update the Partnership Playbook: Revise the Partnership Playbook to reflect principles of equity, power-sharing, inclusion, collaboration, and sustainability.
  3. Review Partnership Tools: Assess and update partnership tools (e.g., partnership assessment tool, partnership finance manual, grant management manual) to support transformative partnerships, equity in resource allocation, local participation, and enhanced ways of working. Develop additional tools as needed (e.g., partner due diligence checklist).

Scope of Work

  1. Consultations:
    • Conduct consultations with key stakeholders, including local partners, like-minded organizations, country office staff, and global support teams.
    • Build on existing consultations within RTP to gather insights on the current partnership model and tool requirements.
  2. Review and Analysis:
    • Analyze the existing Partnership Playbook and partnership tools to identify gaps and areas for improvement.
  3. Recommendations:
    • Develop recommendations for a refined partnership approach and adjustments to the Partnership Playbook and tools, ensuring alignment with localization principles.
  4. Drafting and Validation:
    • Draft the updated Partnership Playbook, revised tools, and any new tools.
    • Facilitate validation workshops with stakeholders to gather feedback and finalize the documents.

Deliverables

  1. Inception Report: Detailed work plan and methodology for the consultancy.
  2. Consultation Report: Summary of key findings from stakeholder consultations.
  3. Draft Partnership Playbook: Updated playbook reflecting partnership and localization principles.
  4. Revised Partnership Tools: New and updated tools to support transformative partnerships, equity in resource allocation, local participation, and enhanced ways of working.

Timeline

Experience Required

  • Proven experience in partnership strategy development, incorporating sector shifts and advocacy on localization.
