JOB DETAILS:
Objective and scope of the consultancy
The objective of the consultancy is to integrate GPS data into our current App, recommend industrial best practices for GIS, and approved by team members from Field Operations, Health, Analytics, IT, UX designers, Trainers and Senior Management.
• Create/recommend an integration of spatial data with mHealth data that will include GIS optimization techniques; identifying and mapping households, villages, boundaries and other significant structures using GPS technology; clarifying and cataloging coverage; syncing data efficiently among low bandwidth environments; preferably running offline with minimal power consumption.
• Automated analytics dashboards and reports that include: CHW activities completed far from and near their home, CHW activities conducted within and outside of treatment villages, CHW activities conducted in control villages, distance traveled to reach households, distance from branch to CHW home, median distance traveled to complete activities, and household coverage.
• Build capacity for continuous monitoring of GIS, including statistical summaries; creating predictive models/algorithms to optimize workload; collecting and sharing near real-time data; equipping our team on how to deal with uncertainty in spatial data and how uncertainty can be propagated through conception, measurement and analysis.
The scope of the consultancy
The consultant will be required to:
• Address Living Goods need to better utilize staff, assets, and infrastructure in the field through fast, accurate, and easy access to data and tools that optimize resource utilization by leveraging geographic data from a variety of sources.
• Integrate reliable GIS into current platform. Embed geo analysis/intelligence into routine mHealth related tasks, analytics/metrics, and data collection/generation (e.g., distance, route, villages and households).
• Generate easily accessible/reproducible (by LG staff) metrics: CHW activities completed far from and near their home, CHW activities conducted within and outside of treatment villages, CHW activities conducted in control villages, distance traveled to reach households, distance from branch to CHW home, median distance traveled to complete activities, and household coverage.
• Review current data collection mechanisms in each country and provide evidence-based feedback and improvement recommendations. Employ a CHW/field staff perspective to guide creation, management, utilization, and deployment of mapping data interpretation/interface.
• Organize workshops and interviews with key stakeholders in Uganda and Kenya including (but not exclusively) CHWs, Supervisors, Health team, Analysts, Tech team and Senior Management.
Outputs of the consultancy
At the end of the consultancy, the consultant is expected to deliver the following outputs:
• An intuitive userfriendly, integrated geographic data management, analysis, and dissemination interface for Living Goods.
• Implement advanced GIS visualization and geoprocessing/geoproximity functions composed into a task-oriented integration scenario. This integration needs to orchestrate several GIS and non-GIS transactions via two-way interaction embedded directly into the operational and analytic applications and processes that drive impact.
• Analytics/metrics that LG can replicate and incorporate into any reports/dashboards: CHW activities completed far from and near their home, CHW activities conducted within and outside of treatment villages, CHW activities conducted in control villages, distance traveled to reach households, distance from branch to CHW home, median distance traveled to complete activities, and household coverage.
• Report that assesses the implementation and integration of GIS into Living Goods mHealth application. This report should highlight the Consultant’s and participants overall perspective of the activity, limitations, training needs, best practices and recommendations for improving platforms/systems in future updates.
• Develop training plan/schedule, conduct workshops, create materials and provide manuals for developers/programmers, analysts, and field effectiveness staff.
Qualification and Experience of the Consultant
The successful Consultant should possess expertise in GIS, Geography, data science or other related field with over 3 years of experience in mapping applications and preferred associated technologies for mHealth, performance management, project management, infrastructure and logistics.
• High level proficiency in the ESRI ArcGIS, QGIS, or OS suites.
• Geo Stat analysis, Network analysis, spatial analysis, mapping using public sources, micro-mapping and imagery analysis etc.
• GIS trainings.
• Good understanding of the practicalities of implementing GIS projects in East Africa.
• Good understanding of the various data sources specific to Uganda and Kenya.
• Web mapping (e.g. Arc GIS online, MapBox, Carto DB, Geo Commons).
• Business intelligence software and cartography preferred.
