The National Union of Disabled Persons of Uganda (NUDIPU) is an umbrella organization promoting the rights of Persons with Disabilities in Uganda with the Vision of having ‘A Just and Fair Society where Persons with Disabilities live a Prosperous and Dignified Life’. We exist to advocate for the rights of Persons with Disabilities in unified voice for improved livelihoods. NUDIPU is hereby seeking to recruit a competent consultant to conduct a baseline study for 20 days in order to establish if operational mechanisms for rapid and effective disaster response. mitigation and recovery exist at regional level.
Job Title: Consultant
Reports to: Program Manager Disability inclusive Disaster Risk Reduction (DiDRR).
Responsible for: Providing all the necessary technical skills and support required to deliver on the assignment and also deliver the expected outputs.
Job Purpose
The baseline study is aimed at supporting the development of an engagement strategy that will support disability inclusion in Disaster Risk Reduction (DRE) among mainstream actors. The findings from the baseline survey will enable NUDIPU and Organizations of Persons with Disabilities to engage mainstream actors to include Persons with Disabilities in all interventions to reduce disaster related risks. .
Objective of conducting the baseline study
• To establish if operational mechanisms for rapid and effective disaster response. mitigation and recovery exist at East African level covering Uganda. Kenya and Tanzania. ln order to establish this information. the successful Consultant will work closely with the Office of the Prime Minister (in case of Uganda). Climate Change Department under Ministry of Water and the Environment. National Disabled Peoples Organisations For Kenya and Tanzania. the responsible Government Offices will be contacted.
• To establish the level of disability inclusion in the mechanisms being used in DRR. ln case of gaps. suggest means of addressing them.
• To identify capacity gaps within the disability sector in Uganda, Kenya and Tanzania to effectively engage duty bearers responsible for these mechanisms.
Expected outputs
A baseline report on the operational mechanisms for rapid and effective disaster response, mitigation and recovery in the East African Region covering Uganda, Kenya and Tanzania.
A proposed strategy for engagement of duty bearers also highlighting capacity needs of the Organizations of Persons with Disabilities.
Scope of the task
The Consultant will have to consult across the region (Uganda, Kenya and Tanzania) Ministries, Departments and Agencies, C505 involved in DRR and key Organizations of Persons with Disabilities. He/she will also review a number of relevant documents at country and regional level to facilitate appreciation of this assignment.
Qualification, skills and Experience
• At least 5 years’ experience in research and DRR work.
• Good research and writing skills.
• Good communication skills.
• Experience in data collection. analysis and presentation.
• Someone who holds academic qualification in humanities with knowledge on disability inclusion and proven experience and training in Disaster Risk Reduction.
