Background
The USAID/ Strategic Information Technical Support (SITES) Project is a live-year project (2018-2023) that was awarded by the United States Agency for International Development IUSAID) to Social & Scientific Systems Inc. (SSS). The purpose of the SITES Project is to facilitate, promote and enhance evidence based programming and reporting in Uganda's health system, particularly its response against the HIV/AIDS Epidemic with two overall objectives, i.e:
1. implement and maintain a comprehensive PEPFAR program performance management and reporting system, and harmonize, and where feasible, transition parts of this US Government(USG)- led function to national systems;
2. Support the Government of Uganda's (GOU) national monitoring and evaluation systems for the Health, HIV/AIDS and OVC programming.
SITES Project works collaboratively with other USG-supported implementing partners (IPs), the Uganda Ministry of Health, other Government Ministries and institutions in conducting these activities. SITES has drawn up a comprehensive workplan that outlines priority activities for the third year of operation, that aim to provide analytics and Continuous Quality Improvement feedback to the regional IPs to improve data quality and performance
To support implementation of some critical activities and analyses required to inform USAID and PEPFAR HIV epidemic control strategies and Family Health leaks, SITES uses Lots Quality Assurance Sampling (LQAS) data to determine whether a Supervision Area (SA) within a district has achieved the required coverage of the health services offered, Typically, 80% coverage is used as the standard target. LQAS also assumes a lower threshold of 50% below which SA is classified as having failed the coverage target. The lower threshold of 50% is the commonly accepted standard in health intervention assessments and derives from the original industrial framework for which LQAS was developed .

SITES is seeking services of a consultant to work with the SITES Continuous Evaluation and Innovation (CE&l) technical officers and other stakeholders to:
1. Conduct. Predictive Data Analysis to model the LQAS data with the routine data to offer key insights. The consultant is expected to triangulate LQAS data with routinely collected data such as HMIS, and from surveys included including, UDHS data; Geographic information Systems (geospatial) and other available data sources to identity
2. Write up and Package findings into a report of the analysis taking into account SITES branding and marking requirements
3. Prepare a PowerPoint or other audio-visual presentation that will be used to disseminate findings thus contributing to knowledge management


Deliverables
The distinct deliverables comprise of:
• A well written LQAS 2020 analytical/survey report and PowerPoint presentation highlighting the high-level performance on priority indicators and pointing out districts that require urgent action and giving contextual factors that have engendered or hindered such improvement.
• Proposition of a predictive model(s) for predicting improvement in 4 technical areas of; Malaria, WASH, Nutrition and Child Health performance during the next three years using LQAS, HMIS and other data sources such as surveys e.g Uganda Demographic Health Survey (UDHS), Malaria indicator Survey (MIS) and peer review journals.
• Reviewing the current LQAS HIV/AIDS indicators highlighting those to be dropped and proposing new ones considering the new HIV/ AIDS information available.


Qualifications
• A minimum of a Master’s degree in Demography, Public Health, Biostatistics or related fields with at least 5 years post graduate work experience in at least one of the technical areas and/or conducting similar activity
• At least 2 years‘ experience with the LQAS methodology
• At least2 years‘ experience with mathematical modelling. Proof of modeling tasks led by the consultant will be required.
• Knowledge of the implementation science behind HIV/AIDS, malaria, WASH, nutrition and child health technical areas
• Experience with qualitative research and knowledge management is added advantage
• Strong written and verbal communication skills, including technical Presentation
