TERMS OF REFERENCE

Title: Consultant for Policy Development and Fundraising Strategy
Organization: Touch the Heart Uganda
Duration: I month

Background:
Touch the Heart Uganda is a non-profit organization youth led and youth serving dedicated to improving the lives of vulnerable communities in Uganda. To enhance our operations and impact, we are seeking a consultant/s with expertise in policy development and fundraising strategy to support our organization.

Objectives:
• Develop a comprehensive Sexual Harassment Policy that ensures a safe and respectful working environment for our staff and beneficiaries.
• Create a Financial Management Policy to guide the organization in managing funds transparently and efficiently.
• Develop a Human Resources Policy that includes guidelines for recruitment, employee relations, and performance management.
• Create a Gender Policy to promote gender equality and inclusion in all our programs and activities.
• Develop a Fundraising Strategy to diversify our funding sources and sustain our projects.

Responsibilities:
• The consultant will be responsible for the following tasks:
• Conduct a thorough assessment of the organization's current practices.
• Research best practices and relevant legal requirements for each policy.
• Collaborate with key stakeholders, including staff and board members, to gather input and feedback.
• Draft the policies and strategy documents in consultation with the organization.
• Conduct training sessions to ensure staff understanding and compliance with the new policies. Provide ongoing support for the implementation of the policies and strategy.

Qualifications:
• Proven experience in policy development, preferably in the non-profit sector. Expertise in fundraising strategy development.
• Strong knowledge of Ugandan labor laws and regulations.
• Excellent communication and facilitation skills.
• Ability to work independently and meet deadlines.

• Gender Policy.
• Fundraising Strategy.
• Timeline:
• 1 week for each policy
