Organizational Context
Since 2018, the IDLO Uganda Country Office has been implementing the Community Justice Programme (CJP). The programme aims to enhance accessibility, quality, and sustainability of justice services for citizens, particularly those living in rural, marginalized, and disadvantaged communities at the national, district and community levels.
Throughout the CJP implementation period, IDLO recognized the need for enhancing IPs' understanding and practice of corporate governance. To address these needs, IDLO intends to conduct a four days training on Corporate Governance for its sub grantees. This will enhance Sub grantee's ability to build an environment of trust, transparency and accountability necessary for fostering long-term investment, financial stability and business integrity, thereby supporting stronger growth and more inclusive societies as well as transparently mobilize resources and improve accountability in budget and project management and sustain results of the CJP.

The Assignment
The assignment involves undertaking a rapid training needs assessment, development of training objectives and content for a 4-day training for at least 28 participants on corporate governance.
The planning and implementation of training will utilize a participatory approach, involving discussions with IDLO staff and partner organizations. Specifically, the training will:
Under the supervision of the IDLO Country Manager and in close coordination with the Program and Finance managers, the consultant will be tasked to design and deliver the corporate governance training as detailed below:
Deliverable 1 – Inception Report
Develop an inception report responding to the Terms of Reference, describing how the consultant intends to facilitate IDLO’s realization of the stated objectives. The consultant should include a proposed training program, a description of training methodology, activities and proposals on how the capacity of participants will be assessed before and after the training.
Deliverable 2 – Training Need Assessment report
The consultant is required to undertake a Training Need Assessment (TNA) to evaluate application of corporate governance within IPs and identify gaps, best practices and opportunities to guide the training model The TNA among others will: (i) Highlight the current gaps in the various institutions and make recommendations for areas to be prioritized during training; (ii) Indicate the categories of staff to be trained; (iii) Approach to be used during training in line with IDLO training approaches and methodologies and training evaluation and; (iv) Any other aspects to be considered for the training to be successful.
The TNA report will be the basis for the development of training content and should be presented in advance to the IDLO team in Kampala for discussion to provide guidance to the consultant.
Deliverable 3 – Content Development- training Manual
In coordination with the IDLO Uganda, the consultant will be required to develop the training content and submit a training manual, including a detailed agenda, training work plan, presentation and exercises to be used during the 4 days of training. The consultant is required to submit in advance all the requested deliverables to the IDLO team for approval. The training content should be informed by the TNA conducted in the planning stages of the training. The training plan shall consist of the following: (i) training description (briefer), (ii) training objectives, (iii) module objectives, (iv) module content (with attached presentations), (v) program of activities (indicating the timing of the delivery of each module), (vi) learning activities (with instructions), and (vii) pre- and post-knowledge tests (with answer key and short explanation for the correct answer, if applicable).
The consultant will follow the IDLO branding standards in drafting the presentations and the IDLO’s training quality standards for the drafting of the training plan and training delivery.
Deliverable 4 – Training and training assessment report
In close coordination with the Field Program Coordinators, the consultant will deliver the corporate governance training and engage with the implementing partners to improve their knowledge and skills in this field.
Based on the approved training manual, the consultant will be required to assess the training provided. This swill be through developing relevant tools and presentations (including pre/post training evaluation) for the various sessions and supporting trainees to actively participate in training.
In addition, the consultant is required to undertake and obtain the IDLO ToT course and the B-SAFE certificate prior to the commencement of the training. IDLO UCO will support the consultant in accessing the relevant platforms.
Deliverable 5 – TRAINING REPORT
The consultant will be required to prepare a final training report, detailing: (i) list of the identified training needs, (ii) training goals and objectives, (iii) training methodology and implementation strategies adopted, (iv) key lessons learned, (v) way forward including capacity assessment for participants, (vi) recommendations.
