The Project
WUSC, through the Displaced and Refugee Youth Enabling Environment Mechanism (DREEM) project, plays a unique role as a technical assistance and strategic learning partner to the Mastercard Foundation and Mastercard Foundation partners. The project has three pillars; Pillar A; offering technical assistance to the Scholars program, Pillar C; Strengthening Economic Opportunities for Refugees. The second pillar, Young Africa Works, supports Mastercard Foundation's country partners and staff in Kenya, Ethiopia, Rwanda and Uganda to gain the knowledge, capacity and networks to meaningfully include and develop programming that meets the unique training and employment needs, opportunities and aspirations of refugee and displaced youth, especially young women.
Purpose of the assignment
Through a series of webinars, WUSC will help the Foundation’s country partners and staff in Uganda to gain the knowledge, capacity and networks to meaningfully include and develop programming that meets the unique training and employment needs, opportunities and aspirations of refugee and displaced youth, especially young women.

Scope of work
This assignment involves developing and delivering a webinar on the context of refugee inclusion in education and skills training in Uganda. The webinar will answer the following questions:
• How are refugees currently accessing TVET training in Uganda? Does it differ for men and women?
• Which are the TVET skills that show more potential for transition into gainful employment (including self-employment) for different sub-groups of refugees and displaced youth including young women?
• What are the existing best practices that can be replicated to enhance inclusion of refugees including young women in education and skills training in Uganda?
• Is there a connection between TVET training and entrepreneurship for refugees and displaced youth in Uganda?
• The local institutions work to promote refugee and displaced youth inclusion in TVET training. What are they doing? What are the challenges, risks, and safeguarding concerns faced by refugees in the quest to access education and skills training?
• How can Mastercard Foundation support the local actors to better serve the refugees including women accessing education and skills training in Uganda?

Methodology
The assignment entails development of 1.5-hour webinar content on the subject matter. The consultant is expected to refer from current publications/authentic articles (done in the last 5-years). While the context is Uganda, we encourage comparing findings with information from other countries that host refugees including Kenya, Rwanda and Ethiopia.

Deliverables
• A webinar presentation (PPT slides) for the relevant subject matter
• A 7 page write up on the subject matter
• A proposed guest speaker where possible
• Work with the YAW program manager to conduct a 1.5-hour webinar for the staff and partners of the Foundation

April, 2022: Recruitment and selection of subject matter experts
May, 2022: Prepare the webinar
July, 2022: Deliver the Webinar to the Foundation’s staff and partners

Qualifications of the Consultants
The Consultant(s) is expected to have:
• Ability to write insightfully and concisely in English
• Excellent presentation and communication skills
• Significant experience conducting desktop studies, case studies
• Experience hosting webinars
• Expertise in the relevant subject matters (refugee inclusion and the digital economy)
• Lived experience as a refugee or displaced person is a significant asset, however not a MUST
• Significant familiarity with refugee context in Uganda
