JOB DETAILS:
The Makerere University School of Public Health (MakSPH)-Monitoring and Evaluation Technical Support (METS) Program is a five-year (2020-2025) CDC-funded Cooperative Agreement. The MaKSPH-METS program emerged out of the growing recognition of the importance of evidence-based decision making for an AIDS Free Generation in Uganda.
The overall purpose of the Program is to establish coordinated and effective national and district systems for the management of strategic information for a robust HIV response.

POSITION SUMMARIES
Continuity of Essential Services Specialist
BASIC FUNCTION OF POSITION
Incumbent serves as the continuity of essential services specialist and coordinator for the CDC Uganda COVID-19 project team. The position is responsible for assisting the CDC and partners in the successful implementation of multiple projects designed to ensure continuity of essential services in Uganda during the COVID-19 pandemic. The incumbent serves as the primary liaison between the CDC Uganda team and the Ministry of Health (MOH), the Public Health Emergency Operations Center (PHEOC), and other governmental and non-governmental partners with regards to these projects. Under the guidance of the
CDC project leads, the incumbent engages implementing partners on a regular basis, ensures communication and collaboration between implementing partners and stakeholders, tracks progress of the projects toward their objectives, and provides CDC with routine updates on project implementation. .

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME
Coordination of Uganda COVID-19 Projects (55%)
The incumbent will serve as CDC Uganda’s primary point of contact for a variety projects being supported by US Government COVID-19 response funds. These projects are broad in area but all focus on supporting the provision of essential health services during the COVID-19 response. Projects include, but are not limited to, support for tuberculosis care, malaria care, routine childhood vaccinations, refugee hosting area services, maternal child health and antenatal care services, and expansion of emergency medical services in Uganda.

The incumbent will proactively liaise with CDC program personnel, other US Government agencies, GOU entities, and other partners to facilitate awareness, planning, coordination and implementation of these projects as directed by the Division of Global Health Protection (DGHP) Director and/or the CDC Uganda COVID-19 response leads. The incumbent will maintain contact lists of all relevant partners and stakeholders, and will proactively schedule, organize, and host meetings with stakeholders and project team members as appropriate to ensure forward progress on all projects. The incumbent will ensure coordination between CDC implementing partners and relevant stakeholders for these project activities by participating in relevant MOH, PHEOC, Uganda National Institute of Public Health, COVID response, and other meetings. Incumbent will keep CDC Uganda and CDC Headquarters leadership and subject matter experts abreast of activity implementation and challenges.

Technical Assistance and Reporting (35%)
• Under the direction of the CDC and in collaboration with the Ministry of Health (MOH) and partners, the incumbent participates in identifying and prioritizing activities in order to strengthen national and districtlevel provision of essential health services during the COVID-19 response.
• This will include proactively identify training, mentorship, and technical assistance needs to sustain progress made on essential health systems in country. Areas of focus may include but will not be limited to tuberculosis care, routine childhood vaccination programs, malaria services, maternal and child health services, and emergency medical services.
• The incumbent will serve as an expert on health services and systems in Uganda and provide technical input and assistance to the project leads for successful implementation of programs with an eye toward sustainability where relevant.
• The incumbent may represent CDC Uganda on working groups, meetings, and other fora as necessary.
• The incumbent serves as a proactive liaison for continuity of essential services projects with CDC subject matter experts and leads based at CDC headquarters, other USG agencies (e.g., USAID, DOD, State Department, National Institutes of Health), the Uganda Ministry of Health, Non-Governmental Organizations (NGOs), and bilateral and multilateral partners such as the WHO. The incumbent also provides technical guidance to the CDC Uganda office and implementing partners on partnerships and ways to leverage the various ongoing programs (such as PEPFAR, Global Health Security Agenda, President’s Malaria Initiative, COVID-19 projects, and projects being performed by other non-USG partners) to coordinate better and achieve stronger results and collaborations.
Administrative Management (10%
• The continuity of essential services specialist keeps briefing materials up to date, and prepares required quarterly, semi-annual, annual progress reports, and other ad hoc reports as requested by CDC DGHP Program Deputy Director, CDC HQ programs, and CDC Uganda project leads. The incumbent responds to informational requests and prepares program specific materials for briefing of visitors, US Mission personnel, etc. The incumbent prepares reports on gaps and needs for the CDC Uganda country office and prepares briefings on significant events and relevant research necessary for leadership decisionmaking.
• The incumbent is responsible for providing oversight and monitoring budgets allocated to the continuity of essential services projects. This includes reviewing budget requests for appropriateness, monitoring use of funds for adherence to proposed activities, ensuring quarterly pipeline reviews/budget status reports are completed, following up on irregular findings, and providing advice for realignment of budgets.
• The incumbent maintains files and records pertaining to activities/programs for which they are responsible. Program files include, but are not limited to, reports, meeting summaries and minutes, research determinations, panels, and awards, etc. The incumbent is responsible for data integrity and security of information in reporting databases, particularly pertaining to the protection of PII. Whenever possible, these records will be filed electronically for recordkeeping purposes. The incumbent participates in making arrangements for CDC and US Mission visits and serves as spokesperson as
• required.

QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
a. Education:
Bachelor’s degree or host country equivalent in Medicine, Public Health, Nursing, Laboratory Sciences, Epidemiology, or related field is required.
b. Prior Work Experience:
At least 2 years of mid to senior level public health experience in a field directly related to provision of essential health services in Uganda and at least 2 years of project management experience are required.
c. Language Proficiency: (List both English and host country language(s) proficiency requirements by level and specialization)
Level IV (fluent) English ability is required.
d. Job Knowledge:
The incumbent must have knowledge and experience in public health services in Uganda, and have knowledge and experience in at least 2 of the following 5 areas: tuberculosis care, routine childhood vaccination programs, malaria services, maternal and child health services, and emergency medical services. The incumbent must also have experience in coordination of stakeholders and management of projects.
The incumbent must have a general knowledge of the district, regional, and national level structures and processes for the Ministry of Health in Uganda. Experience working within the public health sector in Uganda (such as at a health facility or district health office) and/or in a district is a plus.
e. Skills and Abilities:
• Position requires a highly innovative and well-trained public health professional with strong leadership and interpersonal skills to work with all levels of staff in a team setting to accomplish program goals.
• A high level of oral and written communications skills is required in order to convey program progress, technical requirements and to influence other collaborative organizations engaged in projects to adopt appropriate strategies for their program activities.
• The ability to multitask and stay abreast of multiple fast-moving projects in very different areas is required. Strong working knowledge of computer software programs such as Microsoft Word, Excel, PowerPoint, etc. is required.
• Experience using Office 365, MS Teams, SharePoint and other O365 programs and
• willingness to learn new technology is preferred. Ability to gather, analyze and interpret quantitative data, provide factual and interpretive reports and communicate findings to a variety of audiences is required. Demonstrated ability to work collaboratively and effectively in a high-performance environment under tight deadlines is required.
• The incumbent must also have skills in diplomacy in order to work effectively with the Uganda Ministry of Health (MOH), World Health Organization (WHO), United Nations offices, bilateral donors, and local and international public health entities.
TERMS OF POSITION
This position is a temporary, 1-year full-time position. At the completion of a successful first year, there will be an opportunity for an additional extension of up to one year. The incumbent will be seconded back to the US CDC in Uganda but will not be an employee of either the US CDC or the US Government. The incumbent will report to the project leads within the CDC Uganda office and the DGHP Program Director.
