Job Purpose
Sightsavers is implementing new strategic monitoring systems and process called Learning, Accountability, Monitoring, Performance (LAMP). This role will support the delivery of LAMP by, in line with organisational digital transformation, developing and maintaining a new suite of data capture tools.
The first reporting of LAMP indicators was completed in 2023 and we are now looking to develop our approaches to collection, reporting and visualisation with the next phase of data collection.
The role will be responsible for the LAMP data collection tools and processes, providing updates to the tools and integrating them into Sightsavers systems and processes. The Data Quality and Capture Officer (LAMP) will also work on ensuring that the data collected using these tools is transformed and cleaned so that it can be easily integrated into other systems and data visualisation software. They will work closely with the Data Visualisation Officer (LAMP) on this aspect of their role. As this is done the role holder will provide training and support for staff across the organisation to support the adoption of strong data collection techniques into their normal working practices.
High quality data is the core of informed decision-making processes and as such the role holder will conduct data quality checks and implement data validation into the capture tools and processes. This will also include data flow mapping and other country and project level data quality support.
It is anticipated the position will involve some international travel of up to 8 weeks per year.

Main Responsibilities
Data capture, tool development, maintenance, and support
• Maintain LAMP data collection tools, working with global teams to adjust and meet ongoing LAMP requirements.
• Build data capture tools into DHIS2 to facilitate the increased amount of data that will flow through the new platform.
• Develop new data capture tools to collect data for next planned phase of data capture.
• Create training materials and provide training on all LAMP data capture tools, systems, and processes.
• Ensure all LAMP data capture tools adhere to organisational standards on accessibility.
• Ensure LAMP data capture tools complement other relevant organisation reporting.
• Collaborate with the Data Visualisation Officer (LAMP) on data cleaning, as well as dataflow creation and maintenance, to ensure data captured for LAMP is fully documented and represented clearly and coherently.
Data quality and validation
• Complete a comprehensive review of data quality across all LAMP data sets. Generating a report and recommendations for each theme for quality improvements and ongoing maintenance.
• Strengthen data validation across all tools and ensure that where possible fields contain the correct data types.
• Coordinate with Data Visualisation Officer (LAMP), Monitoring, Evaluation, and Learning team (MEL), and other teams on data quality good practice.
• Develop and provide training to all staff involved in LAMP data capture on expected data quality standards. Including follow up training where significant gaps are identified.
• Conduct data flow mapping and data quality analysis exercises at the senior technical lead, country, and project level to enhance LAMP data capture systems.
Embed LAMP into organisational systems and processes
• Support roll out of the new indicator reference guide ensuring that the LAMP indicators are synergistic with data capture systems.
• Support the building of the new DHIS2 platform, working closely with the developers to deliver the requirements of project teams for all their LAMP data management needs.
• Align economic empowerment databases with Sightsavers outputs database as well as integrating economic empowerment data capture into DHIS2.

Person Specification

Job Holder Entry Requirements: the knowledge, skills and behaviours required:
Knowledge (education and related experience):
Essential
• Undergraduate degree in statistics, international development, ICT, data analytics, geography, or appropriate equivalent.
• Understanding and demonstrated experience of data capture and data management.
• Experience working and supporting staff in different contexts (face to face, online).
• Understanding of international development issues and a commitment to equality of opportunity for disabled people.

Desirable
• Master’s degree in statistics, international development, ICT, data analytics, geography, or appropriate equivalent.
• Relevant overseas experience e.g. voluntary work
Skills (training or competence):
Essential
• Demonstrated ability to communicate information, practices, and ideas to a non-technical audience.
• Comfortable with manipulating quantitative and qualitative data and producing relevant documentation e.g., data dictionaries and technical guides.
• Good analytical skills with the ability to identify important issues and communicate these effectively to colleagues.
• Able to work with multiple stakeholders and ensure differing concerns and priorities are effectively managed.
• Proficient in using the Microsoft Office suite, particularly Excel to an advanced level e.g., Pivot tables and Index/Match.
• Understanding of Power Query either through Excel or Power BI.
• Demonstrated ability to effectively prioritise work in a high-pressure environment with competing deadlines.

Desirable
• Experience developing or managing applications in DHIS2.
• Experience of using visual analytics software such as Microsoft Power BI or Tableau.
• Experience using Commcare or Microsoft Power Apps.
• Experience using Microsoft Power Automate.
• Experience using VBA in Microsoft Excel.
• Spoken and written French language skills.
