Learn more at bantwana.org World Education inc. IBantwana (WEIIB) is implementing a five-year USAID funded BETTER OUTCOMES Project for Children and Youth in Eastern and Northern Uganda. The goat of the project is to improve the wellbeing of children and youth orphaned and made vulnerable by HIV and other adversities in Eastern and Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women's Efforts to Save Orphans (UWESO), Youth Alive and Friends of Christ Revival (FOC-REV); each responsible for specific technical aspects of the project. The project is being implemented in 20 districts.

Position: Database Officer
Reports to: Monitoring, Evaluation and Learning Director
Duty Station: Jinja, Uganda

Job Summary:
The Database Officer will have a critical role on the M&E Technical Team oi Better Outcomes program. S/he will be responsible for working with the Database Administrator to support the project partners and ensure that quality data are collected and ensure that partners collect and report data in a timely and rigorous fashion and that data is collected from the project database for the required Quarterly and Annual Reports. S/he will support in reviewing and particularly in target districts, He/she will particularly be expected to support the maintenance oi project databases and increase on provision of the required support to partner CSOs.

Major Responsibilities:

  •  Run consistency checks against the data that has been captured in the database
  • Work closely with the DBA to support in maintaining project databases; ensuring data completeness, manage database reports and other quality checks;
  • Support in quarterly reporting into the National Systems e g Hybrid, PRS, OVCMIS etc.
  • Conduct validation of data submitted by CSOs;
  •  Assist the Database Administrator to conduct supportive supervisory visits to sub grantees to observe, monitor and provide guidance and quality feedback on the use of data and indicators;
  • Provide a supportive role on data entry
  • Support the MEL staffing all M&E related tasks; including analysis, development of tools, documentation and others
  •  Perform any other related duties as assigned by the MEL Director

Qualification, Knowledge, Skills, Attributes and Abilities:

  • A Degree in Computer Engineering, Computer Science or Information Technology or related field; a professional qualification: Microsoft Certified Solutions Associate/Expert (MCDA)/MCSE), Cisco Certified Network Associate (CCNA), will be an added advantage.
  •  Experience
  • A bias in Data Management and Analysis is a must
  • At least three years’ experience working in similar position, particularly experience in reputable institutions.
  • Good working knowledge of major databases like SQL Sewer and analytical programs including MS access, MS excel and any other statistical data analysis packages;
  • Strong analysis data analysis skills;
  • Strong interpersonal skills;
  •  Familiarity, routine management of information systems, and maintenance of electronic databases;
  • Ability to think concisely and critically as well as to distil information for different audiences;
  • Strong skills in teamwork and networking;
  •  Excellent analysis, report writing and editing skills are required for this assignment.
  • Strong organizational and interpersonal skills;
  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines;
  • Ability to work both independently and collaboratively as part of a team.
