JOB DETAILS:

Job purpose:
The holder will ensure integration of digitalization and financial inclusion in all livelihood and resilience activities targeting refugees. It involves the deployment of the cost-saving digital means to reach currently financially excluded and underserved populations with a range of formal financial services suited to their needs that are responsibly delivered at a cost affordable to customers and sustainable for providers and beneficiaries.

Key duties and responsibilities

• Contribute to and implement a financial literacy and inclusion strategy with an emphasis on personal financial management, Loans management, Investments, starting and sustaining IGAs, Savings, Budgeting all geared towards building resilience of the refugees and host communities, preventing / reducing debts, unemployment, training, and resilience building by utilizing both national, and community initiatives.
• Capacity building to all the staff and volunteers on FDI concepts, activity implementation monitoring & reporting
• Coordinate with digital service providers to provide appropriate digital solutions to refugee and host community VSLAs, farmer groups and other interested saving groups in line with the project work plan and indicators
• Spearhead linkage of digital platforms to formal financial institutions.
• Participate in regular training and mentorship of different refugee and host community groups on digital safety and reducing risk to fraud.
• Train financial digital champions and coordinate their interventions to support local communities to effectively and efficiently utilize digital financial platforms
• Monitor various refugee and host-community digital financial inclusion groups, address their needs and refer to the service provider issues for their attention
• Ensure that interventions are proportionate, timely and comply with Hunger Fighters Uganda policy and procedures, and best practice.
• Prepare regular reports on performance of different digitalization groups
• Design and set targets for performance, ensuring that they are closely monitored, and that appropriate interventions are made.
• Provide performance reports suitable for a variety of audience including commentary and analysis as appropriate
• Develop policies and procedures to support the financial inclusion function, working closely with other local refugee structures, vulnerable groups including women, people with disabilities, and minors
• Work collaboratively across RBKC departments, the voluntary sector, and the DWP, as appropriate to secure both the best outcomes and maximizing opportunities for residents.
• Plan campaigns and produce publicity to promote financial inclusion. For example, supporting the take up of benefits and grants, promoting methods of payment and the debt advice service.
• Participate in Social Behavioral Change and Communication (SBCC) activities especially for Livelihoods and Digital financial inclusion related messages.
• Guarantee cost effective logistics operations in enhancing digital financial literacy and inclusion.
• Any other duties as assigned by management authorities.
• Prevention of Sexual Exploitation and Abuse, and Zero tolerance to fraud
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse and zero tolerance to fraud) standards within Hunger Fighters Uganda and amongst beneficiaries served.
• Compliance & Ethics:
• Promotes and encourages a culture of compliance and ethics throughout Hunger Fighters Uganda.
• As applicable to the position, maintains a clear understanding of Hunger Fighters Uganda’s and donor compliance and ethics standards and adheres to those standards.
• Conduct work with the highest level of integrity.

Qualifications, Skills and Experience:
Experience

• 3 to 5 years of progressively responsible experience in the fields of digital and financial literacy and inclusion and having worked in a humanitarian setting is an added advantage.
• Knowledge of financial literacy technology, women’s economic empowerment, digital identity and data analytics.
• Experience from both the private and development and humanitarian sectors.
• Minimum qualification of a Bachelor’s Degree in accounting, Information Communication Technology.

Accountant Skills:

• He/she should be a team player, interpersonal skills & confidentiality.
• He/she should have the ability to transfer knowledge and skill to staff and the PWS, through diverse range of suitable methodologies.
