Engender Health is seeking expressions of interest from highly qualified candidates for the following full-time staff positions for an anticipated five- year USAID project named, Expanding and Strengthening Family Planning Service Options in Uganda. The following project staff will be based in Kampala providing technical assistance to the Government of Uganda (GOU), civil societies, community—based organizations and the private sector at the community, facility, district, and national levels. The goal of the project is to increase use of equitable, quality and sustainable family planning (FP) services through increased FP service delivery options and demand for modern contraception including long-acting reversible contraception (LARCs) and permanent methods (PMs). Cross cutting themes include gender programing and youth sexual reproductive health (SRH) services. Fluency in written and spoken English is required for all the following position
The Director, Financial Management and Operations will be responsible for overall financial management and administration of the project. Working with the GOP, s/he will develop and ensure effective and efficient implementation of the projects financial plan, including management of grants and contracts following local laws, Engender Health and US Government requirements. Certified public accountancy or the equivalent professional qualifications are a plus, with a Master's in Business Administration, Finance, Accounting, or other relevant field required. A minimum of eight years of work experience in administration and financial management of large-scale, complex, international development assistance programs with demonstrated supervisory experience is required. Experience in supervising grant management processes and providing technical support to program staff is preferred. Familiarity with USG financial reporting and compliance requirements and experience in managing donor funded procurements and subcontracts/grants is desired.
