JOB DETAILS:
Context
Uganda was one of the first countries to present and commit readiness to implement the 2030 Agenda during the 2016 High-Level Political Forum (HLPF). The country also reported its progress through the Voluntary National Review (VNR) report during the 2020 HLPF, a demonstration of Government’s continued accountability and commitment to the global and national development aspirations. Owing to Government’s efforts, and support of development partners including the UN, data production has improved significantly in terms of quality and quantity. There has been unprecedented demand for more timely development of high quality and disaggregated data covering a wider scope that can better inform decision-making at both national and sub-national levels. This disaggregation of data can better inform decision making and promote adherence to the agreed categories of UN SDG data reporting standards. With technological advancement, there is also an emergence of new and non-traditional data sources, such as big data, artificial intelligence, machine learning, as well as administrative data produced by state and non-state organisations such as the private sector and civil society that may be timely and cheaper to obtain.

The above developments notwithstanding, Uganda could report on only 92 (46 percent) out of the 201 SDG indicators that are applicable to the country during its 2020 VNR. Some of the challenges relate to inadequate statistical capacity, complexity, and challenges of obtaining disaggregated data, inadequate exploitation of administrative data sources, limited use of emerging/advanced technology to obtain, analyse and disseminate data, and inadequate financing for data generation among others. In order to consolidate Uganda’s commitment to report progress on the 2030 Agenda and ensure increased availability of high-quality data for decision making, there is need for continued support towards strengthening the National Statistical Systems.

As part of efforts to generate evidence on the current data and statistics landscape, the UN system in Uganda collaborated with Government to design a $40 million Joint Programme for Data and Statistics in Uganda. It brings together twelve (12) UN agencies working closely with Uganda Bureau of Statistics (UBOS). The main purpose is to create catalytic change in the quality, relevance and use of data and statistics in Uganda consistent with international norms and principles.
In light of this background, the UN system in Uganda requires the services of a professional editor for editing and formatting of the joint programme document

Objectives

• To edit the Joint Programme for Data and Statistics in Uganda (55 pages out of which 21 are in composed of the main document while the rest annexes) to highest international standard to ensure that it communicates clearly to a wide range of stakeholders including the Government, United Nations, Development Partners, Private Sector, Civil Society Organisations and Academia.
• To ensure that the document is grammatically correct and has no typographical errors.
• To ensure that the document conveys the values and principles of the United Nations.
• To ensure proper referencing of the information contained in the document

Task description
Under the direct supervision of the Economist at the UN Resident Coordinator's Office (RCO), the online volunteer will report on a regular basis on the progress in line with the set deliverables below;

• Participate in online meetings with the members of the UN Task Team for this assignment to fully understand the scope of specific assignments.
• Read the Editing Guidelines of the United Nations and fully understand them.
• Edit the report to highest international standard to ensure that it communicates clearly to a wide range of stakeholders

The task will be as follows:

Requirements

Required experience
• A Masters degree in a development communications related field or equivalent. A development practioner in the areas of public policy, economics and statistics with experience in publishing and editing technical/programme/analytical reports is preferred.
• At least five (5) years’ experience
• Experience working for UN Agencies or similar international organizations;
• Five samples to demonstrate having undertaken similar assignments, especially for UN or similar international development organisations.

Competencies:

• Excellent organizational skills;
• Experience in producing corporate products;
• Understanding of UN;
• Knowledge of UN terms, language and style;
• Demonstrated ability to meet deadlines and work under pressure;
• Ability to be flexible and respond to changes to graphics as part of the review and feedback process;
• Focus on impact and results for the client.
