Main Duties and Responsibilities
- Supervise and control all Engineering and Technical packages for Procurement and Supply, Assistance to Precommissioning preparation, Commissioning preparation and Pre-Start-up activities for all Project facilities performed by Contractors.
- Coordinate the Technical, Engineering, Procurement activities and interfaces amongst Contractors, organize and participate as required in weekly, monthly and ad hoc meetings with the Contractors.
- Liaise directly with the Construction Manager regarding site queries and ensure appropriate follow up and reporting.
- In line with proposed mobilization plan, establish an Engineering Team which is highly motivated and works diligently to ensure delivery of the Plant.
- Ensure that the Statement of Requirements of projects and Modifications Requirements are met and completed with the quality specified within the timescale and budget.
- Manage all technical qualifications, deviations or derogation in relation with engineering, procurement and construction activities, with the support of the relevant entities in the project organization or the Head Quarters.
- Implement established company policies to ensure safe working practices and minimize LTIs, incidents and dangerous occurrences.
- Ensure that everyone working within the Engineering Team (staff and contractors) understand and comply with Company safety, health and environment policies.
- Ensure that Legislative and Company Safety, Health and Environment rules and standards are met and that the activities comply with the standards and commitments contained within Company Safety Cases and Management System Documentation.
- Ensure employees and contracted staff under job-holder’s control are properly supervised and have been instructed and trained in the specific site regulations, the relevant systems of work, and the actions required in the event of an emergency.
- Provide regular reports and updates on all engineering, technical and procurement related activities and queries to management and attend meetings as and when required.
- Monitor Contractors’ achievements in accordance with contractual requirements especially in the area of safety and technical expertise to ensure all company standards are met.
- Co-ordinate the preparation and management of the Engineering and Procurement budgets and ensure that closure expenditure is within acceptable percentage of original budget.
- Have overall accountability of the technical quality and cost effectiveness of projects.
- Focal point for the development and management of positive and productive relationships with corresponding departments and external contract companies.
- Ensure that best practice and technical innovations are shared and implemented throughout the company’s projects.
- Provide safety leadership to the team.
- Represent the project from the technical side, as needed and requested by the Management, in the meeting with the relevant local authorities and the partners – prepare the necessary support and actively participate in such meetings to defend the project position and relay/respond to the partners/authorities requests as needed.
- Ensure that designs meet Company rules, Country regulatory requirements and Group H3SE rules.
- Ensure full technical continuity between the engineering and construction phases: through the organization to put in place and manage, through adequate procedures, process and efficient control management.
- Manage technical coordination and support to the site during the construction activities.
- Prepare for and get organized to provide a full technical problems solver organization and support for the project, throughout the complete execution phase.
- Get the necessary support from the Head Quarter and remain the focal point to organize such support in all phases of the project execution.
Qualifications & Experience
- Degree in Engineering or related field.
- Minimum 15 years proven experience in Oil & Gas industry, Engineering & Project Management on large onshore projects in remote locations.
- Good knowledge of the concerned engineering disciplines:
- Process/safety
- Electrical
- Instrumentation
- Corrosion/metallurgy
- Pipeline
- Structural/geotechnics
- Piping
- Mechanical/rotating equipment
- Very familiar with engineering management practices, procedures & organization.
- Good communication, managerial & organizational skills, capabilities to take workload.
- Work under pressure, in a multicultural environment.
- A strong team leader able to take proper actions & decisions to respect targets, including reporting to his/her manager.
- Ability to adapt and represent the Company in discussions / negotiations with Contractors.
