Job Summary:
The Environment and Energy Project Manager will lead, manage, and coordinate the planning, implementation, monitoring & evaluation of DCA Environment and Energy Project activities in West Nile region. The Manager is responsible for coordination and representation with stakeholders, ensure compliance to DCA and donor guidelines, effective team management through supportive supervision and technical support. Ensure targeted results are achieved according to the recommended quality standard as laid down in PPA signed between DCA and the donor, UNHCR.
Position Responsibilities and Duties:
• Lead, manage and coordinate the day-to-day activities of the Environment and Energy project; and promote innovative and new way of working in the sector.
• Ensure all project activities are implemented in accordance with donor requirements, and in line with quality and accountability standards.
• Provide exemplary leadership, encourage, support, coach, and mentor the project team, and Promote team spirit, peaceful and harassment free working environment.
• Closely work, and promote partnership with key stakeholders (UNHHCR, OPM, target beneficiary representatives, NGOs, and the local district government) at all stages of the project cycle.
• Represent DCA in relevant district/settlement level working groups, inter-agency coordination meetings, UNHCR/OPM task force meetings etc.
• Initiate joint monitoring and review meeting exercises with relevant government offices, OPM and UNHCR staffs.
• Participated in the design of new project proposals and concept notes; and ensure mainstreaming of DCA cross-cutting commitment in the design process.
• Closely monitor budget utilization of the Environment and Energy project and take appropriate action to avoid under- or over-expenditure in line with DCA’s and donor financial policies and procedures. Make sure prior authorization is secured from respective DCA and donor authorities in the event of over and under expenditures.
• Ensure adherence to donor guidelines, DCA internal control procedures as well as DCA grant management guidelines during the utilization and management of organization resources.
• Line manage and supervise DCA Environment and Energy field staff in the project areas; facilitate effective communication, and staff harnessing for the achievement of the project objectives.
• Maintain proper documentation of project related documents (plans, reports, minutes, monitoring, and evaluation reports etc.), for continuous learning & improvement.
• Produce quality periodic reports according to agreed reporting guideline and ensure timely delivery to the donor and stakeholders.
• Establish collaborative linkages with the private sector (solar and stove companies) and OPM, UNHCR, District Local Governments, NGOs, humanitarian, and development.
Qualifications, Experience and Skills:
• The ideal candidate must hold a minimum bachelor’s degree in Environment/soil & water conservation/Forestry/or related fields.
• Minimum of five (5) years managerial or advisory level experience.
• Demonstrated experience in managing similar projects in the humanitarian context.
• Excellent interpersonal skills, including patience, active listening, and respect for colleagues.
• Proven knowledge in climate change, environment, and renewable energy.
• Familiarity with work in refugee settlements, and refugee host-communities is an added
advantage.
• Strong teamwork skills.
• Excellent communication skills (verbal & written). Fluent in written and spoken English.
• Ability to work with minimum supervision.
