Background
Government of the Republic of Uganda has been allocated grant funds (the “Grant”) from the World Bank which are administered by the International Development Association (IDA) (the
“Bank”) towards implementation of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project. The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. Private Sector Foundation Uganda will implement the Project jointly with Ministry of Gender, Labour and Social Development (MGLSD).
PSFU now requires services of a Monitoring and Evaluation Specialist under GROW. The assignment shall be for an initial period of 3 years, renewable up to the end of the Project subject to need, availability of funds and satisfactory performance.
Position: Monitoring and Evaluation Specialist
Location: Private Sector Foundation Uganda; Kampala
Reports to: The National Deputy Project Coordinator GROW/ Project Director
Duration: 3 Years’ subject to a 3 months’ probation.
Job Purpose:
The M&E Specialist has overall responsibility for providing coordination and leadership for monitoring and evaluation of the project. S/he is responsible for ensuring accurate and comprehensive data collection and analysis of results to report on progress towards project objectives. He/she works with technical team members to develop appropriate indicators, targets and methods for collecting information on project activities and assist with analysis for evidencebased decision making for project improvements.
Main duties and responsibilities:
i. Develop and implement a Monitoring & Evaluation (M&E) system for the project
• Lead in completing the design and implementation of project’s implementation Plan
• Develop and implement cost-effective and efficient data collection systems
• Develop program-wide participatory M&E tools, systems and processes that increase the effectiveness and accountability of the project
• Planning and budgeting: Providing technical support to the annual and quarterly programme work plan development, review and alignment of medium term and annual plans with the PAD.
• Coordinate and facilitate Project reviews and assessments aimed at demonstrating results including; End of Term Evaluation, project reviews, and other related studies
• Undertaking data analysis and reporting for all relevant purposes (e.g. quarterly and annual reports, donor reports, Top Management)
• Identifying and trialling innovative approaches in monitoring and evaluation systems
• Regularly evaluate the project; review the overall performance of the project against set objectives.
ii. Supporting the effective engagement of all project stakeholders in M&E
• Provide technical support in developing and monitoring progress towards programmatic indicators (based on programmatic strategies)
• Develop the framework and procedures for the evaluation of project activities.
• Establish the organisational structure for M&E coordination and management across project areas
• Ensuring good internal communication of the progress and impact of the program M&E system
• Set up a framework for incorporating beneficiary communities in the M&E process, and
for internalizing beneficiary feedback in the determination of the project’s next steps
iii. Analyse, develop and present M& E Reports
• Analyse the data generated by the monitoring and evaluation process, and then produce and present performance measures against agreed outcomes and targets.
• Take the lead in producing data and analysis on the impact of project work to be included in the Annual Report, and any other impact reports, that is suitable for a variety of internal and external audiences.
• Generate data in an agreed reporting format to donors and key stakeholders
iv. Provide technical input into other programmes where M&E expertise is of relevance (e.g.
targets and indicator approach for scaling-up the impacts of the sustainability standards movement)
v. May assume other special assignments / projects as instructed by the Project Manager
Qualifications and Experience:
Educational Qualifications
Honours degree in Statistics, Economics, Quantitative Economics, Social Sciences, Social Work and Social Administration or the other related subjects from a reputable University with post graduate training and qualification in M&E.
A master’s degree in related and relevant field will be an added advantage.
Relevant Experience:
a) At least 8 years direct experience in designing and/or implementing organisational level systems for M&E
b) Experience in designing and/or implementing data collection and data management systems
c) Knowledge of data analysis software (e.g. SAS, SPSS) and basic computer skills (wordprocessing, spread sheets, and databases) is required.
d) Strong knowledge of/expertise in evaluation techniques (quantitative and qualitative methodologies, questionnaire development, statistical analysis, logic models, evaluation plans, etc.)
e) Strong experience in the entire evaluation cycle, from design and formulation to implementation, analysis and presentation of results and recommendations.
f) Good oral and written communication skills. Should be fluent in English.
g) Proven integrity in handling public resources and in executing duties.
h) A high level of interpersonal and management skills and ability to work with teams in the organisation
i) Proven integrity and confidentiality in handling public resources and in executing duties
j) Must be able to work under pressure and tight deadlines
k) Proven Planning and organisation skills, Problem solving skills and Leadership and management skills
Reporting:
The M&E Specialist will report to the National Deputy Project Coordinator- GROW/Project Director for overall supervision and day-to-day technical matters under the contract.
Duration of services:
The assignment shall be for a period of an initial period of 3 years, renewable up to the end of the Project subject to need, availability of funds and satisfactory performance with a probation period of 3 months.
