JOB DETAILS:
Human rights related barriers remain major obstacles to the uptake, utilization and retention in prevention, treatment and care for HIV, TB and malaria services. Since 2017, with support from the Global Fund to fight HIV, TB and Malaria, UNAIDS and other partners, stakeholders in Uganda have been working to intensify efforts to identify and remove such barriers. This has included the development of a national response plan: Leave No One Behind: A Five-Year Plan for Removing Equity Barriers to HIV, TB and Malaria Services in Uganda 2020-2024.
The Equity Plan seeks to achieve an HIV, TB and Malaria-free liganda through improving health equity for all Ugandans in all their diversity. Its purpose is to guide a sustained and well-coordinated multi-sectoral effort to identify and remove equity barriers across the national HIV, TB and malaria responses. To provide a mechanism for shared leadership, monitoring and accountability, in 2021, the national multisectoral stakeholders established the Equity Plan Steering Committee.
Uganda AIDS Commission (UAC) has received support towards coordination of the Plan for removing Equity Barriers to HIV, TB and Malaria Services in Uganda and now seeks to recruit a competent person to coordinate the Secretariat.
Job Title: Equity Plan Secretariat Coordinator
Reports to: Head HIV Prevention
Work station: UAC Secretariat, Ntinda KAMPALA
Purpose of the job
To ensure the effective functioning of the Secretariat.
Responsibilities
• Provide administrative support to the Steering Committee and its sub-committees according to the mandate of the Secretariat
• Establish and maintain systems for document storage and retrieval
• Devise and maintain efficient systems for monitoring the progress of the implementation of the Equity Plan, including for preparing periodic progress reports to be reviewed and endorsed by the Steering Committee Devise and maintain efficient systems for resource tracking (monitoring of investments) in programmes and interventions linked to the Equity Plan
• Facilitate and or coordinate resource mobilization activities to resolve funding gaps for the Equity Plan
• Establish and maintain efficient systems for timely communication with Steering Committee members and relevant stakeholders and institutions Establish and maintain processes for monitoring and supporting the membership processes of the Steering Committee, including appointment processes, election of Officers (Chair, co-Chair) and attendance management
• Lead in the development and implementation of plans and activities to promote the Equity Plan and sustain strong stakeholder commitment to its full implementation
• Prepare communication and information materials for Steering committee in order to promote awareness secure partnership /alliances ad to support resource mobilization for the implementation of the Equity Plan
• Facilitate linkages with other coordination structures and mechanisms relevant to the goal and objectives of the Equity Plan Undertake such other tasks as are relevant to ensuring strong delivery on the part of UAC of its commitment to supporting the Steering Committee and the goal and objective of the Equity Plan
Person Specifications
Qualifications
An advanced University Degree for relevant experience in lieu of education) in Public Health, Law, Human Rights, Social Sciences or other related Discipline
Experience
• A minimum of 5 years of experience working in the field of health and human rights, public health programme management social sciences or related field Strong knowledge of programme management, monitoring and evaluation
• Strong knowledge of programmes to reduce human rights ad equity barriers to accessing health services within the context of HIV, TB or Malaria
• Capacity to work with and coordinate a diverse range of stakeholders across government, development partners and civil society
• Strong knowledge of the HIV, TB and malaria epidemics in Uganda and the national plans and strategies that have been developed to address them
Competencies and Skills
• Excellent verbal and written communication skills particularly in English
• Exceptional planning, organizational and coordination skills
• Previous experience developing and maintain efficient systems for monitoring plans, strategies and for resource tracking
• Exceptional skills in networking and partnership building
• Previous experience with resource mobilization
Contract period:
The successful candidate shall receive a Two (2) year contract subject to successful completion of an initial probationary period of 6 months.
