JOB DETAILS:
Parliament passed the Uganda Road Fund Act in October, 2008, the object of which is to finance the routine and periodic maintenance of public roads in Uganda from earmarked road user charges. The Fund started operating in January 2010 and has a duty to finance the implementation of the Annual Road Maintenance Programmes that are carried out by the Uganda National Roads Authority, Kampala Capital City Authority and the other designated roads agencies responsible for District, Urban and Community Access Roads.
The day to day business of the Fund is carried out by a Secretariat, managed by an Executive Director (ED).
Uganda Road Fund now invites applications from suitably qualified individuals for the position of Executive Director of the Road Fund. Position: Executive Director, Uganda Road Fund .
Description of the Position
The Executive Director shall be a person of high moral character and proven integrity, with the relevant qualifications and experience relating to the functions of the Board. The holder of this post is the most senior executive of the Secretariat and is responsible for providing it with leadership and managerial direction. The Executive Director will report directly to the Board, and will also be Secretary to the Board. The Fund was established to operate in accordance with sound commercial principles to facilitate effective, efficient and predictable road expenditure on road maintenance activities.
The Executive Director will:
• Be responsible for the day to day operations of the Road Fund Secretariat, proper management of its funds, property and business and for personnel management, organisational control and discipline of the employees of the Secretariat;
• Use sound financial principles in expending and accounting for the Funds received and disbursed to the designated roads agencies. S/he will be the Accounting Officer, in accordance with the Public Finance Management Act 2015;
• Perform the functions and duties vested in him or her in terms of the Uganda Road Fund Act of 2008.
3. Relationships of the Position
• Reports to and is under the general supervision of the Road Fund Board;
• Heads and supervises ali staff of the Road Fund Secretariat.
• Maintains liaison with the heads of the Uganda National Roads Authority, Kampala Capital City Authority, cities and the other designated Roads Agencies responsible for District, Urban and Community Access roads.
• Maintains liaison with the donor organisations and other institutions whose activities have an impact on the Road Sector.
Person specification:
Minimum Qualifications and Experience
• A Bachelor's (Hons.) Degree in Civil Engineering, Finance, Accounting or Management.
• A Master's degree in Finance, Management or Business Administration.
• Professional registration status with a relevant professional body (Registered, Chartered or certified) status is a MUST.
• At least 15 years relevant management work experience, of which a minimum of 5 years is at a senior managerial level with strategic focus in the corporate or public sector of similar nature.
Key Competencies, skills and Attributes
The ED shall be a person of high moral character and proven integrity, with relevant qualifications and experience relating to the functions of the Board; in addition to the following:
• Strong leadership and motivational qualities.
• Demonstrated understanding of the dynamics, political, technical, financial and administrative requirements of a road sector organisation of this nature.
• Highly developed oral and written communication and negotiation skills in the English language.
• Able to develop and lead effective teams through change and transition.
• Able to develop and maintain strong relationships with key Government Ministries, departments, agencies and key stakeholders in the Road sector. f) Promotes a climate of innovation, change and adaptation. g) High integrity and strong ethical standards.
Salary
The Executive Director upon the recommendation of the Board will be appointed by the Minister of Finance, Planning and Economic Development on a five year contract, renewable only once. An attractive salary as per URF approved salary scales is available to the right candidate.
