Introduction
The National Bureau for Non-governmental Organizations (NGO Bureau) is a semi- autonomous body under the Ministry of Internal Affairs established by the NGO Act 2016. The Act mandates the NGO Bureau to register, regulate, coordinate, inspect, monitor, and oversee all NGO operations in the country.
The National Bureau for NGOs (NGO Bureau) conducted a verification and validation exercise of allregistered NGOs in the country from the 8 of August to the 9th of September, 2019, and committed to produce a State of the NGO Sector Report, showing the evolution andimpact of NGOs in the country from 1989 to 2021. Currently, the NGO Bureau has data on all registered NGOs that it has accumulated over the past 32 years. The NGO Bureau estimates that it has processed in hard copy approximately 15,000 files.
To that end, The National Bureau for NGOs will hire an expert that will develop the terms of reference (ToRs) for Scanning, Indexing, Inserting, and Searching of the NGO Bureau archive. The expert will also develop an Information Management System that will capture data, process the data and produce timely reports. (Hereinafter referred to as 'ToRs for digitalizing the NGO Bureau's processes')
